- Work with and act for the Executive Director in interpreting and applying regulations and broad fiscal policy; establishing, reviewing and revising, as necessary, internal disbursing and operating procedures and production controls; determining the organizational structure and developing the broad financial plans necessary to accomplish the immediate and long-term objectives/goals of the organization.
- Contribute to the development and progress of nation-wide fiscal policies, operations and management plans by remaining abreast of and emerging technologies, evolving customer needs and legislation impacting the agency’s mission and ability to deliver services to its stakeholders, i.e. agencies, the public, and financial institutions.
- Confer with the Executive Director and heads of Government agency offices and non-governmental organizations in negotiating, developing and implementing financial services with emergent programs and requirements. Review and evaluate the impact on operations and service and makes recommendations based upon such factors as personnel resource requirements, cost considerations, suitability and capacity of available processing equipment, applicable regulations and policies, and customer use, need and perception.
- Supervise the operational activities of PFC post payment activities including EFT claims, trace and reclamation actions, cancelation of returned checks, courtesy disbursements and making any related adjustment in agency accounts. Identify and allocate personnel resources (FTEs) to ensure that all operational components are adequately staffed and trained. Establish and coordinate priorities for operations activities with internal and external entities.

Specialized experience: For the GS-15, you must have one year of specialized experience at the GS-14 level, or equivalent, which includes applying program management principles to direct the day-to-day operations of an organization. Examples of such experience could include:- Experience consulting with, making recommendations to and implementing solutions for executive level staff; AND
- Experience providing strategic leadership, overall planning, directing, coordinating long range plans and daily operations; AND
- Experience providing leadership to inspire, motivate, and guide others toward goals; gain cooperation from others to obtain information and accomplish goals, build consensus and effectively execute change events; AND
- Experience leading people through organizational change.

This position functions as an Executive Deputy Director to the Executive Director of the Philadelphia Financial Center (PFC), Payment Management, and Bureau of the Fiscal Service. The Philadelphia Financial Center is responsible for all post payment activities related to Treasury disbursed payments.
