Job Description

Position Summary:

The role of the Technical Project Manager is to plan, execute, and finalize software development and maintenance projects according to strict deadlines and within budget. Works on significant and unique issues with software development where analysis of situations or data requires an evaluation of intangibles. Exercises independent judgment in methods, techniques and evaluation criteria for obtaining results. The Project Manager will also define the project’s objectives and oversee quality control throughout its life cycle. This individual is accountable for the on-time and on-budget delivery of a single project or group of projects with ranging budgets. This position requires client facing enterprise software implementation and data conversion experience on complex projects, ideally in a Java environment.

In this role the Project Manager will be responsible for ensuring key activities are completed such as architecture reviews and that we are following Best Practices/PMO requirements management, development and infrastructure standards as well as client contractual SLA’s/financial impacts and RFP/Proposal requirements. An understanding of the technical domain is crucial to ensure the team is on the right path to meet delivery goals. As the technical PM you may make technical and/or project recommendations on any course corrections necessary, helping address the issues, helping with mitigation strategies, and/or help the PM or Product manager do forward and near term strategy planning. The Technical PM is responsible for escalating roadblocks and managing a tight schedule. Issues should be addressed timely as well as how to identify warning signs and mitigate occurrences in the future.


Key Responsibilities:

  • Dotted line management of technical implementation teams of 5-15 Business Analysts, Developer, Testing and DBA’s including ownership of project health and management of risks, issues, delivery and project/tasks completion.
  • Define project scope, goals and deliverable that support business objectives in collaboration with key stakeholders and direct and manage project from beginning to end.
  • Develop project plans and associated communication documents and also effectively communicate with key stakeholders and the project team members providing them an update in a timely manner.
  • Develop and manage appropriate project management business rhythms to control the cost/technical/schedule baseline for the project, and ensure those controls are integrated with the program’s deliverables.
  • Ability to effectively communicate up through the management chain; efficiently summarizing complex ideas and data into executive presentations.
  • Estimate the resources and participants needed to support the project. Prepare and submit budget proposals and recommend changes where necessary
  • Plan and schedule Project timelines and milestones using appropriate tools
  • Prepare and deliver status reports, proposals and requirements documentation.
  • Proactively manage changes in project scope, identify potential risks and devise contingency plans.
  • Proficient in handling the most complex of technical development concepts, latest software tools and technologies, strong database concepts and designing techniques
  • Understands different programming languages and ability to solve problems in coding, testing and deployment
  • Possesses good knowledge of different software systems, client/server architectures and various compatibility requirements
  • Experience in troubleshooting, software development processes and ability to understand and implement client requirements
  • Good understanding of public cloud and cloud deployments
  • Experience in development or management of cloud based applications is a plus
  • Conduct Project Post mortems and identify key elements that worked well within the project and areas where it requires improvement.
  • Use Earned Value Management process to report Project status

Preferred Qualifications:

  • Bachelor’s degree Required, Master’s degree preferred. An equivalent combination of education and experience may be considered
  • PMP certification required
  • 7+ years of technical project management experience
  • Experience with large and complex programs over multi-year development system lifecycle is a must
  • Self-starter who can dive in to complex projects and take it forward with minimal supervision.
  • Proficient with productivity tools: MS Office, Project, Visio, Word, Excel, PowerPoint, Outlook, and SharePoint
  • Experience with Transportation type projects, including complete system (Software, Hardware (Data Center and Field) is strongly desired
  • Must be process oriented and have strong organizational skills
  • Strong problem-solving and analytical skills
  • Ability to provide competent and proactive leadership
  • Ability to establish cross-functional, collaborative relationships with business and technology partners
  • Ability to work with a sense of urgency and attention to detail
  • Ability to effectively prioritize and execute tasks in a high-pressure environment
  • Excellent oral and written communication skills
