Position Description:

The Program Manager will be the main interface with the Government Program Management Office (PMO), Government management personnel, and customer agency representatives. Familiar with the Project Management Body of Knowledge (PMBOK) methods, processes and best practices as applied to application development, IT system infrastructure, and operations. Require past performance in project management, applying an Agile, Waterfall, or Hybrid system development lifecycle (SDLC) and experience in DevOps implementation, processes, and Application Lifecycle Management (ALM) tools. In addition, the PM will use project management tools such as MS-Project, Excel, and Team Foundation Server to develop and monitor schedules and milestones; display project status on dashboards, provide briefings and reports for customers as needed; and responsible for the overall quality of performance in executing the terms of the contracts.

Key Duties and Responsibilities:

  • 5+ years of government contracts management, program management or audit experience.
  • Bachelor’s Degree required, with a combination of work related experience.

  • The Program Manager will perform the following activities:

    Establishes and implements project management processes and methodologies for the IT community to ensure projects are delivered on time, within budget, adhere to high quality standards and meet customer needs.
  • Maintains staff by recruiting, selecting, orienting, and training employees; maintaining a safe and secure work environment; developing personal growth opportunities.
  • Maintains organization’s effectiveness and efficiency by defining, delivering, and supporting strategic plans for implement ing information technologies.
  • Preserves assets by implementing disaster recovery and back-up procedures and information security and control struc tures.
  • Maintains quality service by establishing and enforcing organization standards.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
  • Contributes to team effort and morale acknowledging accomplishment and sharing relative work related information as needed.

Preferred Skills and Experience:

  • Able to converse work with architecture/technical teams from a Business Intelligence point of view to steer direction/solu tion strong decision analysis skills- particularly in recommending the right direction/method/tool for an opportunity experi ence in managing project where there are one (1) or more sub project components reporting to a common project ad/man ager
  • Data Warehouse and Big Data experience

Qualifications and Experience:

  • Master’s Degree in Computer Science, Information Systems, Business Administration, or other related field or equivalent experience.
  • A minimum of seven (7) years managing technology projects, including IT applications with at least two (2) year technology support and administrative capacity; or an equivalent combination of education, training, and experience.
  • Project Management certification or successful completion of a recognized project management curriculum is preferred.
  • Advanced ability to oversee and manage large, complex, diverse and strategic projects that impact the organization as a whole.
  • Advanced understanding and ability to manage complex program and project budgets
  • Advanced ability to implement programs and project plans, monitor progress, resource usage and quality.
  • Advanced knowledge in conducting risk assessments and developing plans for eliminating or mitigating the risks identified.

Certifications:

  • PMI Project Management Professional (PMP) certification or 5 years in project management may be substituted.
  • Ability to obtain Security Clearance
