MAJOR DUTIES AND RESPONSIBILITIES
Project: State Automated Child Welfare Information System (SACWIS)
Project Evaluation Date: July 2020
Under direction, manages project(s), with or without sub-projects (i.e., Statewide Automated Child Welfare Information System [SACWIS] for Office of Families and Children [OFC]) that covers all phases of project management, with activities and responsibilities involving organizations/entities external to assigned agency, whose primary stakeholders are executives and/or local political organizations/individuals (e.g., county; city; private agencies; courts); works directly with agency executives and organizations responsible for service/product delivery, focuses on coordination of projects with other services/projects, directs, implements and monitors policy and ensures compliance, markets benefits to organizations/executive management: manages all phases (i.e., integration management, scope management, time management, cost management, quality management, human resource management, communication management, risk management, procurement management) whose primary stakeholders are management, staff, Public Children Services Agencies (PCSAs), Private Child Placing Agency (PCPAs), and Title IV-E courts; serves as agency representative/liaison for SACWIS project and coordinates and interfaces with other Offices (e.g., Office of Child Support, Office of Information Services; Office of Fiscal Services) and other federal, state and county agencies to ensure user needs and program requirements are integrated in automated system (e.g., analyzes and interprets federal and state laws and regulations to ensure operations are in compliance); ensures system implementation of Ohio Administrative Code rules governing child welfare policies; oversees development of policies and procedures to facilitate case management approach for SACWIS; works with system consultants and evaluators to develop strategies, project plans and work flow objectives; defines project requirements, quality standards and time lines; manages Design, Development, Testing and Implementation; identifies and evaluates risks that may impact project; defines specific activities and associated time frames to be performed to produce project deliverables; evaluates deliverables and ensures project is ready to move on to next phase; maintains regular contact with stakeholders to obtain feedback and ensures system integrity and accuracy; serves as agency representative of project in public forums (e.g., user groups, committees, county agencies) and makes project presentations to educate/train users; develops project budget (e.g., defines expense categories, determines financial resources, writes cost justification project expenditures by quarter, annual and/or biennium and conducts cost benefit analysis); directs development of Advanced Planning Document (APD) (e.g., reviews and approves system manuals and documents); serves as OCF acceptance signatory for system development, changes and enhancements.
Serves as Chief of Automated Systems: directs and evaluates methodologies and tools necessary for assessment of SACWIS project components (e.g., implementation, testing, software releases); establishes selection criteria for and develops Request for Proposal (RFP) packages to serve as basis for bidding and contracting services; develops tracking systems and reporting requirements in order to monitor progress toward goals and evaluates operational efficiency; supervises assigned staff (e.g., makes recommendations for hire; assigns work and provides direction; reviews work and provides feedback; establishes goals and monitors and evaluates performance; encourages staff development; approves/disapproves leave; conducts staff meetings; recommends disciplinary action; analyzes and interprets performance to identify measurable outcome).
Performs other related duties (e.g., participates in meetings; travels to attend workshops and/or conferences on related topics; directs maintenance of records/logs/files; operates computer equipment to perform complex research and analysis).
Qualifications

The ideal candidate must have:
Successful completion of:
- 2 yrs. post-secondary education majoring in business administration, public administration, computer science/information technology, social science, or health, with major being commensurate with project to be assigned;
AND 12 mos. exp. in budgeting & calculating cost projections of program/projects;
AND 12 mos. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full scale implementation).
OR
- 4 yrs. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full scale implementation), with experience to be commensurate with project/program &/or position description on file (e.g., specific human service program area, management information sciences, fiscal);
AND 12 mos. exp. in budgeting & calculating cost projections of program/projects.
OR
- 12 mos. exp. as Project Manager 1, 63381 (with the State of Ohio)
OR equivalent of Minimum Class Qualifications for Employment noted above.

Unless required by legislation or union contract, staring salary will be the minimum salary of the pay range (step 1, currently $38.47 per hour) associated with this position.
