PROGRAM MANAGER

ABOUT THE POSITION

We are seeking a Program Manager (PM) to join our VMSI team to support one of our Department of Veterans Affairs (VA) clients in Washington, DC. The Program Manager will provide program support and business advisory consulting to the customer by assisting, tracking, and managing all assigned Procurement & Logistics Office’s (P&LO) Systems and VALOR program office programs.

The PM will provide subject matter expertise to assist in managing the current programs in addition to aid in supporting the modernization efforts for their legacy IT systems. In this role, the PM will work as a member of the VA team to strengthen engagement with internal and external stakeholders as it relates to their mission in providing a full range of supply chain management services to VHA customers. Areas covered include equipment program management, business and procurement planning, consumable supply procurement, life cycle, and inventory management.

POSITION RESPONSIBILITIES:

  • Provides executive, administrative and program support to various program managers
  • Compiles, formats, reviews and quality checks monthly and weekly status reports submitted to the client and other external customers.
  • Collaborates with the program office and with end users to assist with all facets of custom pack efforts and ensure all deliverables and milestones
  • Communicates with internal and external stakeholders on policy and technical matters, both orally and in writing.
  • Plans, coordinates and prepares special studies with a primary purpose of improving agency program operations, service delivery, and reporting systems and procedures.
  • Conducts special projects, including audits and preparing required data analysis.
  • Substantives input in the drafting of briefing materials for senior leadership.
  • Drafts policy papers, guidance documents, reports, summaries and other documents.
  • Researches and analyzes a variety of policy issues in order to provide input into the formulation of medical custom pack strategy and policy.
  • Supports development and management of project/program documentation, correspondence, status reports, and briefing materials.
  • Collaborates closely with senior analysts, SME’s (COR’s, Program Managers and program offices) to develop requirements and create, collaborate and/or review acquisition documentation such as:
  • Drafts Statements of Work (SOW’s) Independent Government Cost Estimates (IGCE’s), etc., for acquisition planning and execution.
  • Assists in the development of Acquisition Plans, reviews Acquisition packages prior to submission to the Acquisition Office, assists in the review of existing contracts to determine compliance with applicable laws, regulations and policies.
  • Assists in the performance of market research and trends, as they apply to the program, with guidance of the program managers.
  • Coordinates and works with the technical experts and the contracting office to ensure project milestones are reflected in the contractual documents and project plan.
  • Conducts contract portfolio analysis to provide recommendations to improve acquisition approaches and assists customers with maximizing taxpayer dollars.
  • May perform other program management tasks as determined by the program manager or technical lead.

POSITION SKILLS AND EXPERIENCE:

Required:

  • Bachelor’s Degree from an accredited university or college in Supply Chain Management, Computer Science, Business Administration, or related field of study
  • Desired 10+ years of professional experience in Supply Chain Management, IT, Acquisition, Logistics or related fields
  • Advanced knowledge of basic research principles and techniques including quantitative methods and statistical analysis.
  • Demonstrated skill in applying fact-finding and problem-solving methods and techniques to identify problems, draw conclusions and recommend appropriate action or solutions to improve program efficiency and effectiveness.
  • Demonstrated skill in oral and written communication to prepare and present ideas regarding issues based on analysis and evaluation, including the preparation and presentation of reports, charts, and graphs, etc.
  • Demonstrated interpersonal skill and competence with the ability to effectively interface with internal and external customers.
  • Experience in using MS Office suite products (MS Word, Excel, Visio, PowerPoint, etc.)
  • Demonstrated Microsoft Project experience (or similar project scheduling software)
  • Exceptional organizational and multitasking skills and the ability to coordinate with multiple project teams.

Desired:

  • Experience supporting the military, Veterans Administration or prior military service Strong presentation skills and able to provide speaking engagement support
