    Summary

    Manager, Rocket Propulsion Test (RPT) Office, Human Spaceflight Capabilities Division (HSC), Human Explorations and Operations Mission Directorate (HEOMD) & is responsible to the Director, Human Space Flight Capabilities Division. The Manager, RPT Office is responsible for managing, operating, & developing all of the Agency’s rocket propulsion test assets & capabilities at the Stennis Space Center (SSC), Marshall Space Flight Center (MSFC), White Sands Test Facility (WSTF), & Plumbrook (PBS).

    Responsibilities

    • Provides leadership, guidance, overview, and coordination of the program, its budget, people, facilities, and associated processes and procedures.
    • Manages the transfer/deployment of NASA-developed RPT technologies to the Agency and other Federal, State, university, and commercial elements.
    • Responsible for assigning activities to include establishing objectives, developing short- and long-range plans and programs, setting priorities, and affecting changes in the focus of work to accommodate NASA program objectives.
    • Incumbent initiates and/or acts to provide the necessary resources for accomplishing the RPT functions, including the responsibility for preparing and defending all resource requirements for the conduct of assigned programs through the budget cycle.
    • Incumbent is responsible for evaluation and review of results and impact of assigned programs.
    • Develops strategic and tactical plans and initiatives by setting priorities and recommending and/or affecting changes in the focus of the work to reach NASA propulsion test objectives at SSC, MSFC, WSTF, and PBS.
    • Develops meaningful collaborative efforts with NASA organizations and DOD rocket test organizations promoting improved test services for both agencies.
    • Recommends infrastructure improvements to propulsion testing and equipment without sacrificing safety and quality to control costs.
    • Justifies and defends requirements for new and/or modified test facilities, capabilities, and equipment based on program needs.
    • Recommends, justifies, defends closure, mothballs, abandon in place, and/or demolition of those facilities/stands that are not supported by program needs or Agency budgets.
    • Insures the critical skills and infrastructure are maintained to support the NASA RPT requirements.
    • Administers disciplined program control across all RPT programs and projects ensuring sound fiscal management and availability of decision-making information for managers at all levels.
    • Evaluates the Agency?s overall requirements for new and/or modified test facilities based on knowledge of new program requirements and ensures that the capability to meet those requirements are available in an efficient and cost-effective manner.
    • Provides sound executive management expertise on policies, procedures, tools, and techniques to all RPT activities, ensuring Agency initiatives are implemented.
    • Makes test assignments, facility status assignments, and recommends test facilities to meet those requirements.

    Technical Qualifications:
    1.Demonstrated knowledge of the principles of project management and business practices related to rocket propulsion test and technology development, as well as how this would relate to capability portfolio management.
    2.Demonstrate knowledge of the principles, practices, and techniques associated with operations, maintenance, and sustainment of complex /critical facilities and infrastructure associated with rocket propulsion testing.

    Education

    Candidates must possess an engineering degree, preferably an advanced degree from an accredited engineering curriculum at an accredited college or university in a closely related engineering discipline
