    CAPREIT, a nationally known property management company that owns and manages multifamily housing communities across the U.S. has an opening for a Director of Compliance located out of our Home Office in Rockville, Maryland.

    Responsibilities/Duties/Functions/Tasks

    • Establishes an effective and efficient compliance program, and oversight monitoring, for all CAPREIT entities ensuring timely and accurate compliance records for all regulatory programs.
    • Actively participates in the development of policies, and procedures that impact CAPREIT’s compliance requirements. Includes active participation in the lease-up process for new properties to ensure compliance at each site.
    • Establishes record maintenance practices for all tenant and contract files and collaborates with Community Managers and Regional Managers to ensure practices are followed.
    • Designs and develops, in collaboration with the VP, Regional Managers and Property Managers, monthly, quarterly and other compliance reports in support of good compliance review and analysis.
    • Ensures that senior management has access to effective and timely compliance information.
    • Researches, recommends, and is the lead business user on implementation of, systems to improve compliance management. Designs and implements staff training on these processes and systems.
    • Keeps current on the rules, regulations, changes and needs of the various funding sources and subsidy programs. Disseminates HUD and LIHTC rules and regulations to compliance staff.
    • Facilitates updates of property information such as income limits, rent limits and utility allowances in RealPage computer system.
    • Responds to compliance-related questions and provides support and knowledge in comprehending program regulations.
    • Provides regulatory program research to help resolve conflicts and provide management with information needed to establish fair and sustainable compliance policies.
    • Ensures satisfactory and successful MOR, REAC and Regulatory audits including Affirmative Fair Housing Marketing Plans, and all other needed documents.
    • Supervises all Compliance staff to assist in structured move-in file review processes, preparation of all certifications, file audits and other on-site compliance related duties.
    • Collaborates with Regional Managers and Property Managers to provide budget guidance as necessary to support compliance, mapping of rents, maximum rent increases, and other rent maximizing restrictions and special programs such as mark-up-to market.
    • Contributes to the overall success of the Compliance & Property Management Division by developing a thorough understanding of CAPREIT Housing Management methodologies, tools, policies and procedures to enhance information dissemination; keeping team members informed of work status; actively seeking assignments and proactively seeking opportunities to provide assistance as needed; and attempting to find new approaches to improve ease of regulatory compliance.

    Qualifications

    The Director of Compliance must be energetic, self-motivated, and demonstrate strong work ethic. Must have strong communication and leadership skills and must be willing to travel. Must be familiar with property management software as well as Microsoft Office. Bachelor’s Degree in business, finance, marketing, or related field is preferred or equivalent Multifamily experience. Strong verbal and written communication skills are a must. Must be well organized, have unwavering integrity and ethical conduct and live CAPREIT’s core values. Must have experience leading teams that deliver exceptional results.
