NATURE OF WORK
To serve the public by performing advanced professional and managerial work in assisting the Police Chief in planning, organizing, and managing all business functions and administrative services of the Department.
DISTINGUISHING FEATURES
This non-sworn position is critical to the overall success of the Rockford Police Department. Work involves administrative work of a difficult and complex nature including financial reporting; purchasing; billing and accounts payable oversight; developing, planning, recommending and managing the Department budget preparation; research, analysis and procurement of all technology, software and significant equipment; consulting on, planning, preparing, and managing all grants; and police records management oversight. Work is performed with considerable independent judgment in accordance with Department policies and vision, established State and Federal laws, Generally Accepted Accounting Principles (GAAP), and the City’s ordinances, rules and regulations.
ESSENTIAL FUNCTIONS (These essential duties are only illustrative.)
Manages the preparation of the Department’s annual operating budget, performs budget analysis and makes recommendations; reviews and researches assignments relative to the budgetary process; prepares various trend analyses on revenues and expenditures. Analyzes departmental budget requests to ensure that operating expenses are in line with appropriated funds.
Coordinates with the Finance Department on budget preparation, bid specifications, and general purchasing and accounting activities in order to ensure timely completion.
Plans, manages and coordinates the support functions of the department, including research and development, procurement, records, budget, purchasing, and payroll.
Develops, implements, administers, and evaluates department policies and procedures; and remains current on new developments in state and federal laws applicable to the human resources and labor relations programs.
Develops and implements process for tracking key metrics and assists with development of department strategic plan.
Coordinates with Human Resources department on Workers’ Compensation program coordinating reports and conducting investigations for workplace injuries, return to work and modified duty assignments and fitness for duty.
Counsels and provides guidance to command staff regarding employee relations issues, employee rights and benefits; interprets the Department’s rules and regulations governing human resource management, collective bargaining agreements and labor relations.
Assists with development and review of purchasing specifications as needed in accordance with the City’s purchasing regulations.
Assists with the development, evaluation and reporting of performance measures for the Department.
Conducts special studies and investigations assigned by the Police Chief; prepares oral and written reports.
Assists with organizational and operational activities, prepares presentations, detailed reports, correspondence and other obligated costs.
Develops and performs professional and technical duties associated with systematically examining quantitative and qualitative data.
Develops general orders and assists in developing policies for policing.
Maintains reasonable and predictable attendance.
Performs other duties as assigned or required.
SUPERVISION RECEIVED
Works under the supervision of the Deputy Chief of Police, who reviews work for the effectiveness of services provided, user satisfaction, and results achieved.
SUPERVISION EXERCISED
Exercises supervision over professional, technical and program support staff engaged in carrying out the various functions and requirements of their respective responsibilities. Supervisory responsibilities include assigning and evaluating work, resolving personnel problems, setting performance goals and standards, making hiring and disciplinary decisions, and performing other supervisory functions.
WORKING CONDITIONS & PHYSICAL DEMANDS
Work may be performed in an office setting or in the field, and may require the operation of a vehicle during the course of the work day to conduct field operations, respond to emergency situations, or attend meetings in a variety of weather conditions and in emergency situations. Work exposes the employee to extreme heat/cold weather. Office work is usually sedentary with occasional walking, reaching, bending, lifting and carrying objects under 25 pounds, and requires the ability to sit for extended periods of time and to perceive and/or discriminate colors, sounds, depth, and texture.

Knowledge of the principles and practices of modern police administration and police methods.
Knowledge of technology systems and software applications.
Knowledge of operations, functions, policies, and procedures of departmental budgetary assignments.
Knowledge of municipal budgeting practices and procedures.
Knowledge of federal, state and municipal purchasing laws, regulations and procedures.
Knowledge of the standards by which the quality of police service is evaluated and the use of police records and their application to police administration.
Knowledge of MS Office Suite or other word processing, spreadsheet and data base software standard that may be adopted by City departments.
Ability to operate enterprise-wide financial systems, including accounting, budgeting, procurement, and related programs.
Ability to make arithmetic computations and tabulations rapidly and accurately.
Ability to analyze problems and apply sound judgment in developing solutions.
Ability to prepare and maintain accurate and complete financial records and reports, and prepare records in advance of external financial audits.
Ability to communicate ideas and information clearly and concisely, both orally and in writing, with a diverse group of people.
Knowledge of the principles and methods of organization, management, and supervision.
Knowledge of departmental rules and regulations and of the applicable ordinances, federal, state, and local laws, court rulings and administrative laws such as EEO, Title VII, ADA, FMLA.
Knowledge of the functions of other governmental jurisdictions and authorities as they relate to police work.
Ability to plan, organize, and direct the work of employees performing varied operations connected with police activities; to develop proper training and instructional procedures for those employees, and to maintain a high level of discipline and morale.
EDUCATION, TRAINING & EXPERIENCE
Graduation from an accredited college or university with a Bachelor’s degree in criminal justice, human resource management, public administration or a related field (Master’s degree highly desired), with ten years of increasingly responsible labor relations and human resource management experience preferable in law enforcement. Any satisfactory equivalent combination of experience and training which ensures the ability to perform the work may be substituted for the required experience.
NECESSARY SPECIAL REQUIREMENTS
Possession of a valid Illinois driver’s license.
Residency Requirement:
Effective June 1, 2018 all newly hired employees, including newly hired Department Heads, shall live within the municipal boundaries of City of Rockford within six (6) months of their completion of their introductory period.
Classified employees hired after January 1, 1984 may live anywhere in Winnebago County or anywhere within an area fifteen (15) miles from the Public Safety Building within six (6) months of their date of completion of probation. Employees hired prior to January 1, 1984 shall be subject to their conditions of employment in effect at that time.
