The Virginia Department of Medical Assistance Services (DMAS) is seeking a dynamic Chief Information Officer to serve as the primary technology business leader for the agency.

The position will provide executive leadership and direction to the Information Management (IM) Division including overall management of major system development efforts, including the on-going Medicaid Enterprise System implementation. This position will establish long-term IT direction and strategies, and lead a team of managers responsible for project planning and oversight, and administration of all IT systems, application development, IT security, and agency telecommunications. This individual will oversee the development and administration of contracts, budgets, and short and long-term development projects, to include program and enterprise-wide solutions. The CIO should be an agent of change, a champion of integrated solutions across the Department and with sister-agencies, and be a trusted advisor to the DMAS Executive Management Team as they plan and implement strategic IT projects.
The ideal candidate will be able to demonstrate servant leadership, strategic partnership, skillful communication, staff development, and cross-functional collaboration. The ideal candidate will also focus on mobilizing teams and resources to drive results that not only meet but exceed performance benchmarks while remaining focused on supporting the program offices that help provide essential health coverage to over 1.3 million Virginians.

Minimum Qualifications

The successful candidate must have comprehensive knowledge of information technology, large scale and complex systems development, and computer operations management. Requires considerable experience in IT strategic planning and policies and procedures related to the development and integration of information technology applications and systems. Must have comprehensive knowledge of Project Management, Program Management, and Portfolio Management including program management methodologies, metrics, techniques and control processes. Requires considerable knowledge of Medicaid and CMS policies and regulations; of related state and federal laws and regulations; of large-scale organizational functions related to administrative planning; and information management system designs. Must have knowledge of data processing including systems development and operations, user assistance, and quality control. Requires proven ability to manage a professional staff, and to communicate effectively orally and in writing with a diverse audience.

Preferred Qualifications

Degree from an accredited college or university with major coursework in MIS or Information Technology. A graduate degree or certification(s) in business administration, public administration, or information systems management, or a related field is preferred; an equivalent relevant combination of training and experience may substitute.

Special Requirements

Pursuant to Sections 2.2-3115 and 2.22-3115 of the Code of Virginia, this position has been designated to file a Statement of Economic Interests Form at the time of employment and annually thereafter. Additionally, Conflicts of Interest training must be completed within two months of employment.
