    Duties

    Summary

    The Vice President for Marketing and Sales is part of the Transmission Services organization. The VP provides executive leadership in the overall marketing of transmission products (regulated and incidental); the development of market-based transmission products; the implementation of a full range of contracts associated with products sold by Bonneville Transmission Services; and the operation of the Open Access Same Time System (OASIS).

    Responsibilities

    As the Vice President, you will be responsible for:

    • Providing executive leadership in the areas of transmission marketing and sales processes, including establishing a business environment which results in increased revenues.
    • Leading the development and application of policies and business processes impacting 70% of all transmission business in the Pacific Northwest. These responsibilities also include ensuring that internal and external communication processes and systems are open, efficient, and accurately portray and actively promote Bonneville’s policies and objectives.
    • Ensuring Transmission Services is able to make significant contributions in support of the public benefits provided by BPA.
    • Providing leadership and direction in the formulation and implementation of BPA-wide policy and standards for Transmission Marketing and Sales.
    • Maintaining continuing relationships with representatives of major industries, public and private utilities, state and local governments, federally recognized tribes, federal agencies, and others within the Western United States on all matters related to Transmission Marketing and Sales.
    • Serving as a member of the Bonneville Executive Management Committee as a key policy formulator and decision maker in BPA’s strategic planning, fiscal marketing strategies, allocation of necessary organizational resources.
    • Solely responsible within their organization for the effective and efficient utilization in support of Bonneville’s strategic business objectives and marketing strategies.
    • Creating and maintaining a cost conscious, market driven, and results oriented atmosphere, which is characterized by innovation, customer focus, continuous improvement, and competitive orientation.
    • Ensuring that their organization productively provides assistance and consultation to all employees to facilitate their personal and professional development in a manner, which contributes to the accomplishment of BPA’s marketing, sales, and customer service goals and objectives.
    • Ensuring team oriented, effective, harmonious, and productive working relationships within their organization, between their organization and others, and with those positions key to the effective accomplishment of BPA’s business, marketing, and customer service objectives.

    CONDITIONS OF EMPLOYMENT FOR THIS VACANCY:

    • This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program, certified by the Office of Personnel Management (OPM), their Executive Core Qualifications must be approved by OPM before appointment can be effected.
    • An individual’s initial SES career appointment becomes final only after the individual successfully completes a one-year probationary period.
    • A selectee’s appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.

    Qualifications

    EXECUTIVE CORE QUALIFICATIONS:
    The ECQs describe the leadership skills needed to succeed as an SES; they also reinforce the concept of an “SES corporate culture.” Your resume and application must demonstrate and address the ECQs and include examples that are clear, concise, and emphasize their level of responsibilities; address the scope and complexity of the programs, activities, or services managed; program accomplishments; describe policy initiatives undertaken; define level of contacts; convey the sensitivity and criticality of the issues addressed; and identify the results of actions taken. OPM is required by law to review the executive qualifications of each new career appointee to the SES prior to appointment. The five ECQs are as follows.

    • ECQ 1: Leading Change. Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and to establish an organizational vision and to implement it in a continuously changing environment.
    • ECQ 2: Leading People. Ability to lead people toward meeting the organization’s vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
    • ECQ 3: Results Driven. Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

    • ECQ 5: Building Coalitions. Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

    MANDATORY TECHNICAL QUALIFICATIONS (MTQ):A supplemental narrative must be submitted separately addressing each MTQ below. No more than one page per MTQ is allowed; additional information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments.

    Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs:

    MTQ 1: Demonstrated ability to plan, direct, and execute a comprehensive transmission marketing and sales program for a major electric utility or other major transmission provider (e.g., annual revenues greater than $1 billion or multi-state service territory or multi-source generation), consistent with FERC OATT requirements and including the development and implementation of regulated and unregulated transmission products.
    Applicant: Describe your experience planning, directing, and executing a power or transmission marketing and sales program, e.g., reservation and sales, development of power/transmission products, development of power or transmission rates/schedules, or commercial compliance and oversight, including your experience formulating long-term business strategies, policies, and processes.

    MTQ 2: Demonstrated knowledge of electrical power transmission industry and market issues, including emerging trends, to develop and implement short- and long-term transmission marketing and sales program strategies related to transmission operations, planning, or asset management and generation.
    Applicant: Describe your knowledge of and experience identifying electrical power transmission industry and market issues to formulate and implement business or operational strategies and plans, including your interactions within your organization and/or utilities, balancing authorities/system operators, regulatory bodies, generators, or other stakeholders.

    MTQ 3: Demonstrated ability to establish and manage partnerships with a diverse set of external stakeholders, for example public, private, tribal, and foreign stakeholders to negotiate and develop operational agreements and/or multi-jurisdictional agreements, coordinate operations, and resolve policy issues and operational conflicts.

    Applicant: Describe your experience establishing and managing partnerships with external stakeholders (e.g., public, private, tribal, or foreign government officials) to develop and implement operational agreements, coordinate operations, and resolve significant policy and/or operational conflicts.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.

    You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information submitted within the application package. Applicants who do not demonstrate in their application sufficient possession of the ECQs & MTQs will be determined ineligible for further consideration.

    As part of the “Resume Based” recruitment method, the ERB Panel conducts a structured interview for all applicants, both competitive and non-competitive who are determined be in the top category from the ERB Rating Panel. Based on the Panel’s evaluation, applicants who are determined Best Qualified will be referred to the selecting official for further consideration.

    Once a candidate has been identified for selection, reference checks may be completed. The Department’s appointing official(s) will make a final approval of the selection, and in competitive cases, OPM’s Qualifications Review Board (QRB) must certify the ECQs before final appointment can occur. If OPM approval is required for the ECQs, the candidate is required to assist in the development of the QRB template for submission to the QRB.
