As the leader of Academic Affairs, the Vice President of Academic Affairs is responsible for providing executive level leadership for the college to achieve the mission of Flexible Education in a Supportive Environment. Oversees the areas of Academic Affairs, Workforce and Community Development, Center for Innovation in Teaching and Learning, and Learning Resources through leading approximately 100 full-time faculty and staff, and 300 part-time. Responsible for the learning areas of credit and continuing education programming, business and industry training, online and alternative education delivery, and program and curriculum development and evaluation of all academic processes and improvement to ensure excellence.

Responsibilities

Lead Academic Affairs to deliver high quality programming to prepare students to meet the needs of the district employers.
  • Oversee all credit instructional programming and non-credit including vocational and contract training.
  • Review credit instructional programming on a regular basis for quality and relevancy.
  • Guide and supervise instructional student discipline, complaint and grievance procedures in accordance with applicable rules, regulations, policies, and procedures.
  • Investigate instructional student complaints and prepare responses, on behalf of the District, to resolve student related issues.
  • Review program offerings and instructional program student enrollment.
  • Collaborate with Student Services to assist in the recruitment of students to programs of the college.
  • Foster an open and transparent communication with faculty and staff.
  • Develop new program opportunities through the implementation of emerging technologies
  • Develop secondary and post-secondary articulation activities and agreements.
  • Review district advisory committee activities and participate as appropriate.
  • Review program, course, and instructor schedules for accuracy and appropriateness.
  • Oversee the hiring of appropriate instructional staff and support staff within the Academic Affairs Division
  • Collaborate with Human Resources on wage placement for instructional, administrative, and support staff.
Oversee Quality Programs, Course Design, Assessment, and Evaluation.
  • Oversee the Assessment of Student Learning Committee, Curriculum Quality, and Teaching Quality Committee.
  • Develop and implement processes that lead to quality programming with ongoing evaluation.
  • Ensure that curriculum files are kept current.
Workforce and Community Development
  • Develop a working relationship with area business and industry leaders.
  • Seek information from business, industry, government, and other constituents on appropriate programing.
  • Oversee instructional program development, evaluation, modification, and discontinuance.
  • Review district advisory committee activities and participate as appropriate
Oversee the Academic Affairs planning and budget processes.
  • Coordinate the instructional divisions’ budget development, while monitor expenditures throughout the budget year.
  • Participate in the district budgeting process, including presenting of the budget to the District Board, and participation in public hearings.
  • Ensure appropriate policies and procedures are followed in all instructional budget processes.
  • Coordinate the development and implementation of the Academic Calendar through the Calendar Committee.
In collaboration with the Center for Innovative Teaching and Learning (CITL), build and maintain a strong instructional staff.
  • Establish and administer the appropriate professional and staff development activities for division including in-service activities.
  • Oversee the implementation of educational technologies to meet program and student outcomes.
  • Oversee the annual performance appraisal and goal setting process for staff within Academic Affairs.
  • Oversee the Faculty Quality Assurance System (FQAS) through Wisconsin Technical College System (WTCS) to ensure we are meeting quality standards with our full and part-time instructors.
Represent the President in the administration of policies and procedures related to Academic Affairs.
  • Active participation on the College’s Executive Council and Shared Leadership.
  • Present information directly to the District Board or Board Committees at the request of the President.
  • Serve as the District representative on the Instructional Services subcommittee of the President’s Association.
  • Represent and speak to various organization and groups on behalf of the President.
  • Serves as college liaison to Higher Learning Commission.
  • Works collaboratively with Institutional Effectiveness to support AQIP initiatives and HLC accreditation.
  • Collaborate with Wisconsin Technical College System office staff.
Represent Blackhawk Technical College within the college District and to promote BTC as a college of choice.
  • Represent BTC at various school (graduation and other activities) and community functions.
  • Speak on behalf of BTC as requested.
  • Build strong relationships with K-12 district partners.
  • Work with representatives of other educational agencies such as CESA, UW Colleges, and other two and four year institutions.
Manage employee relations of the division in collaboration with Human Resources.
  • Foster an open and transparent communication with faculty and staff.

Qualifications

Knowledge, Skills & Abilities:
  • Knowledge of the Wisconsin Technical College System or similar experience from another state two-year college system.
  • Self-motivated and action-oriented with a commitment to the division’s and institution’s strategic goals.
  • High level of commitment to ensuring delivery of quality instruction and production of highly trained graduates.
  • Attention to detail and quality in the completion of routine work and special projects.
  • Ability to form a team environment for instructional administrators, as well as being a committed member of the Executive Council.
  • Decisive decision maker.
  • Strong, professional leader able to guide and motivate staff.
  • Excellent oral and written communication skills.

Education & Experience:
  • Master’s Degree in area of applicable instruction. Doctorate Degree preferred.
  • Progressive leadership experience in higher education at the Dean/Director level or higher.
  • Three (3) years of progressive education administration/supervision experience required.
  • Teaching experience at the post-secondary level desired.
