Arcadis is seeking a consultant Project Manager (PM I I or PM I I I) with extensive experience in Capital Project management and the Construction Manager At Risk (CMAR) delivery method for upcoming seismic retrofit and other projects.

The County is in the preliminary planning phase for a seismic retrofit of the County-owned Kenneth Hahn Hall of Administration in the City of Los Angeles. The existing building was designed and constructed in the late 1950’s and was completed in 1960. The building is an 8-story structural steel and poured-in place concrete structure with a basement, a sub-basement, and mechanical penthouse. The building gross floor area is approximately 960,000 square feet and the gross site area is approximately 290,000 square feet.

This building is the seat of the government of the County of Los Angeles, California, and houses the Los Angeles County Board of Supervisors, Chief Executive Office, meeting chambers, and the offices of several other County departments. It is located in the Civic Center district of downtown Los Angeles, encompassing a city block bounded by Grand, Temple, Hill, and Grand Park.

The assumption for the project is that the seismic retrofit will utilize base isolation retrofit technique, construction will be phased and the building will be occupied during construction.

In addition, the Country is in the preliminary planning phase to establish a countywide seismic evaluation program to evaluate and retrofit County facilities for seismic deficiencies. The goal is to a create a countywide seismic retrofit program similar to the countywide Facilities Reinvestment Program (Deferred Maintenance Program)

Scope of Work

The consultant proposed will initially assist Public Works with program development and project scoping; after the award of the CMAR, the consultant will provide project management through the final delivery of the project.

The proposed candidates must have sufficient experience to perform the following tasks:

Assist with development of CMAR procurement policy

Assist with the preparation of A/E and CMAR Request for Proposals (RFP)

Assist in developing the scope of work, goals and quality standards for projects

Assist in developing the phasing and logistics analysis approach

Provide project management during the design and construction phases

Other, as assigned

Qualifications

Experience Required

Have progressive experience in managing large-scale and complex building projects through planning, design, jurisdictional approvals, construction, and close-out and must possess the following:

Minimum 10 years (PMII) or 15 years (PMIII) of project management and concurrent field construction experience

Experience with Construction Manager At Risk (CMAR) project delivery in a responsible position

Experience in move management and phased construction in existing buildings

Licensed professional or CCM (if not, must obtain CCM certification within 6 months of appointment)

Experience in the following areas is highly desirable:
Knowledge of base isolation retrofit technique

Knowledge of Public Contracting Code and practices

Experience in design-build and Job-Order Contracting delivery methods
