The President and COO is responsible and accountable for the leadership planning and direction of clinical, financial, and operational activities that will ensure the high quality and cost effective care delivery services and programs at assigned business unit. The incumbent interprets and develops patient care standards, provisions of quality health services, resource allocation, and fiscal management. The incumbent is responsible for gross revenue, expenses, and FTEâs as related to the size and complexity of assigned business unit.
As a member of the senior executive team of the business unit, the incumbent reports directly to the South Sound Senior Vice President. The President and COO leads and supervises the Hospital Campus Administrator, the Chief Medical Officer, Nurse Executive for the service area. This role works closely with the Finance Officer and Executive Human Potential Business Partners, and other senior leaders in a team-oriented approach to planning and operational oversight.
Internal contacts require establishing and maintaining a rapport and professional working relationship with all the South King Regional Board, all levels of staff, physicians, management, administration and other service providers throughout the health system. This position requires extensive external contact with consultants, vendors, national, state, local community and agency organizations, educational organizations, physicians, colleagues, elected officials and specialty groups to build relationships and connections for network development and constituency management.
MINIMUM QUALIFICATIONS
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of current theoretical approaches to the delivery of patient care
- Knowledge of healthcare regulations (JCAHO, CMS and DOH standards), healthcare financing and regulations for non-profit institutions
- Knowledge of health system management and health care trends in an integrated delivery system
- Knowledge of labor relations in a predominantly unionized setting
- Knowledge of system policies and established confidentiality policies
- Knowledge of finance and budgeting
- Knowledge of continuous quality and performance improvement principals and practices as well as skill in the interpretation of data
- Knowledge of principles of information management in order to effectively analyze data and make decisions
- Skill in employee management
- Skill in directing the work and activities of staff with the ability to effectively delegate
- Skill in providing leadership and in the mentoring of staff
- Skill in contract negotiations and management
- Skill in change management
- Ability to establish a climate to achieve optimal performance levels
EDUCATION AND EXPERIENCE
- Masters degree in related field
- If a licensed practitioner, current license in the State of Washington
- Ten (10) years recent administrative experience in a health care delivery system, which includes five (5) years of Hospital Executive Level.
