The Civil Service Commission (CSC) and the Public Safety Civil Service Commission (PSCSC) are seeking candidates to service as their Executive Director. The Executive Director of the Civil Service Commissions is responsible for overall daily administration of both the CSC and the PSCSC in the fulfillment of its Charter mandated responsibilities, state law, Seattle Municipal Code and Rule of Practice and Procedure of the Commissions. The Executive Director provides advice, subject-matter expertise, and other support to the Commissioners in the performance of their duties.
The CSC and PSCSC are quasi-judicial bodies charged with providing fair and impartial hearings on disciplinary actions and other employment related issues. The Civil Service Commission (CSC) provides fair and impartial hearings of alleged violations of the City’s personnel rules. Employees may file appeals with the CSC regarding all final disciplinary actions and alleged violations of the Personnel Ordinance, as well as related rules and policies. The CSC may issue orders to remedy violations and may also make recommendations to the Mayor and the City Council regarding the administration of the personnel system.
The purpose of the Public Safety Civil Service Commission (PSCSC) is to implement, administer, and direct a civil service system for sworn personnel of the Seattle Police Department and uniformed personnel of the Seattle Fire Department. The PSCSC provides sworn police and uniformed fire employees with a quasi-judicial process for hearings on appeals concerning disciplinary actions, examination and testing, and other related issues.
Job Responsibilities:
Areas of responsibilities include but are not limited to the following:
- Manage the Commissions’ public meeting, hearing, and appeal processes in accordance with CSC and PSCSC Rules of Practice and Procedure, and the Washington State Open Public Meetings Act;
- Provide oversight, on behalf of the PSCSC, of the City’s public safety civil service examination process conducted by the Seattle Department of Human Resources (SDHR);
- Make decisions regarding appeals placed before the Commissions after the initial hearing process;
- Leverage expertise in civil service procedure and the Commissions’ Rules of Practice and Procedure to provide guidance to the Commissions regarding appropriate protocol and procedure for issues before the Commissions;
- Conduct research and analysis related to employment practices, civil service requirements and the City’s Personnel Rules;
- Establish awareness among City employees that the Commissions can serve as an alternative for redress of specific employment issues;
- Initiate and execute the Commissions work plans, instituting appropriate measurement and ensuring the achievement of objectives;
- Review and/or modify any decision made on behalf of the Commission by the Seattle Department of Human Resources Director or his/her designee;
- Appoint and remove staff; delegate duties where necessary and supervise and direct the work of all persons employed within Commissions;
- Represent the Commissions at employment related meetings and events and to the Mayor, the City Council, Council Staff, department heads, commissions, city employees at all levels, City and private attorneys and potential or actual appellants involved in the Commissions’ hearing process;
- Maintain regular communications with stakeholders, including SDHR, the Fire and Police Departments, and other departments impacted by commission decisions.
Qualifications:
Success in this position requires:
- Foundational knowledge of civil service rules and human resource practice with a thorough understanding of employment examinations, performance management and classification processes;
- Demonstrated ability to interpret and apply personnel rules, civil service procedures and employment law;
- Experience in leading people and managing projects with multiple stakeholders;
- Demonstrated ability to facilitate examination of issues with diverse stakeholders in a transparent and forthright manner.
- Juris Doctorate degree
The ideal candidate has served in a senior analyst or leadership position and is knowledgeable of civil service rules, Human Resource principles and practice, as well as, employment law.
