POSITION SUMMARY
Under broad guidance and direction of the Chief Information Officer, provides professional, technical and administrative leadership in establishing the direction and effectiveness of the Information Systems Department, and have diversified background of technical infrastructure experience, demonstrated project management acumen and excellent vendor management skills, be an adept leader of people, plus have a superior, service-oriented approach to Information operations. This individual is also responsible for all implementations and operational service management processes to ensure quality, efficiency, productivity and agility goals are achieved. As a member of the Information Systems leadership team, the role contributes to the development and execution of the CIO strategy, and ensures its alignment with the enterprise’s IT and business strategy and the delivery of capabilities required to achieve business success. The Director will cultivate, maintain and enhance team collaboration, vendor/partner, and provider relationships to further the goals of the organization. The Director will nurture harmonious relations and ensure cross-departmental project dependencies are defined, understood and effectively managed.
COMPLIANCE WITH REGULATIONS:
Works closely with all necessary departments to ensure that enrollment, claims processing, utilization management processes, configuration, infrastructure, programs and services are accomplished in a timely and efficient manner. Works in accordance with CHG policies and procedures, and in compliance with applicable state and federal regulations, including CMS and DHCS.
RESPONSIBILITIES
- Exceptional leadership skills, with the ability to communicate a vision that inspires and motivates IT operations staff and aligns to the IT and business strategy.
- Oversee systems development and enhancement and the integration of new systems with existing systems.
- Develops and controls the IT operations annual operating and capital expenditure budget for CIO and manages expenses to stay within plan.
- Direct all operations, projects and resources for IS across EDI function, Business Analysis, and Software Development.
- Work with advocacy staff to develop strategies and plans to enhance client services, improve user effectiveness, and foster innovation.
- Communicate regularly with executive management and all users of information services and systems.
- Participates in the assessment of internal and external technology capabilities with a focus on suitability for integration with the existing IT operations environment.
- Provide leadership, coaching and direction to the IT management team and staff.
- Develop high-performing IT staff to meet the changing needs of users, groups and offices; new projects and technologies; and varying staff strengths.
- Develop standard operating procedures and best practices, including providing written protocols and guidance to IT staff and to end-users.
- Ensure the creation and maintenance of all written documentation, including system and user manuals, license agreements, and documentation of modifications and upgrades.
- Oversee provision of end-user services, including help desk and technical support services.
- Keep current with the latest technologies and determine what new technology solutions and implementations will meet business and system requirements.
- Works with business operations teams to ensure good coordination of IT changes without impacting business processes.
- Build and maintain relationships with other IT leaders to develop a clear understanding of business needs; ensure cost-effective delivery of IT services to meeting those needs and can respond with agility to changing business priorities.
- Maintains and forms alliances with recognized experts and decision makers.
- Maintains and extends networks across internal and external organizational boundaries.
- Develop and implement IT policies and procedures.
- Work with the CIO and leadership team to forecast future skill needs to acquire and develop workforce with the appropriate mix of business knowledge, technical skills and competencies. Works toward a balance between growing the agility required to achieve digital business objectives and ensuring the core IT functions are reliable, stable and efficient.
- Complies with established departmental policies and procedures, objectives, continuous quality improvement, safety, and environmental policies and standards; enhances professional growth and development through participation in educational programs, in-service meetings and workshops; attends meetings as required.
- Maintains product and company reputation and contributes to the team effort by conveying professional image and accomplishing related tasks; participating on committees and in meetings; performing other duties as assigned or requested.
- Oversee Information Systems Department in the absence of the CIO.
Education:
- Bachelor’s or master’s degree in computer science, information systems, or related STEM field.
Experience/Skills:
- Approximately ten years of progressive IT experience.
- Experience working in healthcare preferred.
- Excellent service management planning and execution skills.
- Demonstrated ability to lead a team of technical staff, work with the Executive staff and manage multiple concurrent projects.
- Excellent verbal and written communication skills.
- Strong project management, organizational and time management skills.
- Demonstrated ability to develop and execute a plan that ensures the right human resource are in the right roles and that employees are highly engaged and satisfied
- Excellent problem-solving, analytical and evaluative skills.
- Ability to meet deadlines, conduct and direct research IT issues and products, and take initiative in the development and completion of projects.
Physical Requirements:
- May require prolonged sitting.
- May be required to work evenings and/or weekends.
- Occasional traveling, including driving within County of San Diego.
- Ability to lift to 50 lbs.
