PRIMARY RESPONSIBILITIES
Plans, directs, manages, and oversees implementation of projects and programs.
- Leads the design, testing and implementation of the new Ventra 3.0 system, and related enabling and add-on functions, new bus fareboxes, and modernizing cash collection procedures.
- Strategically positions the Authority with Ventra 3.0 open architecture to leverage third party integrations and mobility solutions.
- Prepares, monitors, and updates plans and schedules for other new and related projects.
Manages and oversees the fare systems contract and operations and maintenance of the Ventra system.
Liaises with other departments to coordinate needs and contract requirements in implementing Ventra and farebox projects and programs.
- Works with various departments to identify key issues and initiatives and develop and implement project goals and strategies.
- Coordinates with the Communications and Marketing departments to develop key themes and messages to ensure they are incorporated into collateral materials that meet requirements of business partnerships and programs.
Develops, plans, negotiates, and implements a variety of opportunities and strategies for the Authority that maximizes customer value and enhances rider experience through innovative alliances and ventures with both public and private partners.
- Identifies and evaluates feasibility of new business opportunities.
- Negotiates with third parties to facilitate strategic objectives of new business deals.
Develops and administers performance goals and accompanying budget for department.
- Sets and meets monthly, quarterly, and annual performance goals and budgets.
- Provides analytical reports on measures and optimizes results versus goals.
Prepares and makes presentations to Authority Board of Directors, citizens and private interest groups, and local, state, and federal government officials. Coordinates with staff on the preparation of presentations and marketing materials for NFB revenue programs.
Provides policy assistance and recommendations to CTA leadership.
Researches and maintains information on industry best practices, innovations, and emerging business models, and strategically positions CTA with respect to them.
Hires, trains, develops, monitors, and evaluates staff. Reviews and recommends personnel actions for approval.
Performs related duties as assigned.

Qualifications
EDUCATION/EXPERIENCE REQUIREMENTS
- Bachelorâs degree in Business Management, Law, Information Systems, Engineering, Systems Integration, Project Management, Public Policy or a related discipline, plus eight (8) years of experience in business development, cultivating business partnerships and/or alliances, contract negotiation, and/or contract compliance monitoring, of which three (3) years is in a management role, or an equivalent combination of education and experience.
- Masterâs degree preferred.
- Experience in project and contractor management.
PHYSICAL REQUIREMENTS
- Requires sitting for extended periods of time, standing, visual acumen, manual dexterity, and fingering for working with computer keyboards.
KNOWLEDGE, SKILLS, AND ABILITIES
- Detailed knowledge of contractual terms and relationships and auditing principles.
- Detailed knowledge and experience implementing technological upgrades of enterprise systems.
- Detailed knowledge of the practices and principles in program management, often for large programs.

- Detailed knowledge of economic and accounting principles and practices and the analysis and reporting of business data.
- Detailed knowledge of the fare collection industry, open architecture and mobility solutions.
- Working knowledge of current transit trends, best practices and legal issues regarding fare systems, fareboxes, related technology improvements and other revenue enhancing projects and programs.
- Working knowledge of the management of enterprise information technology systems.
- Working knowledge of business, economic development, marketing, public relations and other areas that may relate to the fare system.
- Detailed knowledge of business management principles involved in strategic planning, resource allocation, development of procedures, human resources modeling, leadership technique, production methods, and coordination of people and resources.
- Strong leadership skills and strategic ability to formulate and drive a high-profile and agency-wide program, while working collaboratively with internal and external stakeholders.

Additional Details
Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
