SUMMARY: The Chief Technology Officer (CTO) serves as an executive cabinet team member and advisor to the Superintendent and District leadership team on the vision, leadership, design and implementation of innovative technology strategies for the District with steadfast focus on accomplishing the goals within the strategic plan. The CTO provides leadership in promoting and advancing the use of technology throughout the district that enables the fulfillment of District visions and goals. A key function of this position is to effectively support all buildings in achieving established accountability targets for student achievement.
As a leader of the Department of Technology Services, the CTO must work effectively with District leadership team and department leaders to provide robust and reliable access to technology tools and resources, provide excellent customer service, develop and execute plans to expand District capacity and add resources as approved.

Provides Leadership and Vision:
- Serves on the Superintendent’s Cabinet and other committees for the purpose of addressing matters of programs, District policies and procedures, budgeting, and financial reporting and collaborates with Cabinet to develop a shared vision with long-term, big-picture perspectives on District goals and plan meaningful and effective uses of technology.
- Provides leadership for the purpose of creating vision for how technology will support the District’s mission, vision and goals, maintaining a strong focus on student achievement.
- Participates with the Superintendent and other leaders to ensure best practices in district-wide strategic leadership and operational management to ensure the development and maintenance of a positive educational environment and program that meets the needs of the community and is consistent with the policies and direction of the Board of Directors.
- Provides leadership, direction, and expertise in technological innovation and promotes the effective and efficient utilization of a wide variety of software and equipment as it relates to technological advances across the district; supervises assigned administrative, professional, and support staff; coordinates executive-level functions with other cabinet-level administrators and the superintendent.
- Develops, implements, and evaluates goals and objectives as they pertain to the areas of responsibility or the district as directed.
- Establishes a climate within the areas of responsibility that is conducive to appropriate conduct, performance, attitude, job satisfaction, and service orientation.
- Maintains a high-level view across the school system and collaborates with business, operations, instructional, and technical teams to identify steps needed to transform the technology vision into a long-range plan complete with specific goals, objectives and action plans.
- Promotes the district’s mission and the attainment of increased academic achievement and accountability for all students; serves as an advocate for students; promotes commitment by parents and the community to the K-12 educational system; and executes strategies to increase academic achievement in very diverse student populations.
- Promotes innovative use of technology for enhancing teaching and learning, standards, data analysis, formative assessments, extending the learning time 24/7, and on-demand learning for both students and staff.
- Plans and directs the strategic and sustainable use of technology to ensure that the future use of district-wide instructional, communications, and administrative technology is viable.
- Supervises and evaluates the performance of assigned staff; interviews and selects employees, and recommends transfers, reassignments, terminations, and disciplinary actions; plans, coordinates, and arranges for appropriate training of subordinates; mentors and empowers others to assume leadership roles; sets clear objectives and measures; monitors process, progress, and results for the purpose of team building and succession planning; and provides leadership and direction for programs under the supervision of these employees.
- Develops a professional culture within Technology Services for the purposes of 1) building trust, collaboration, and strong teams, and 2) providing exemplary services to District schools, programs, and departments.
- Exhibit cultural competency and sensitivity with the ability to communicate effectively with all cultural groups in the organization.
- Leads the district in research and development of technology applications as they relate to instructional technology, business services, and automated operations.
- Anticipates and responds to major technology changes for the purpose of ensuring leadership and/or maintenance of high performing technology services to schools, educational communities, and District programs/departments.
- Directs the preparation and maintenance of a variety of narrative and statistical reports (including state and federal reports as required), records, and files; and prepares agendas and memos.
- Directs the development and approves the departmental budgets for assigned area of responsibilities.
- Directs the daily operation and deployment of technology in the district ensuring that the daily tactical operation of technology is aligned with the district’s strategic plan.
- Leads the development, implementation and management of targeted communications strategies that will contribute to an overall effort to build the branding and visibility of the organization while keeping in alignment with the district’s strategic plan.
- Directs the creation, implementation, and enforcement of policies and educational programs relating to the social, legal, and ethical issues in using technology throughout the District and modeling responsible decision-making.
- Plans, examines, analyzes, and adapts through a continuous cycle of improvement the district’s security systems, procedures, trainings, and personnel.
- Models and ensures awareness about pertinent laws and legal issues related to implementation and use of technology in the District (e.g., copyright, privacy) for the purpose of compliance.
- Represents interests and presents concerns of division staff to Cabinet and Board of Directors.
- Follows a planned professional growth program, participates actively in local, state, and national professional associations/organizations; and studies local, state, and national guidelines for effective services in assigned areas of responsibility.
- Demonstrates commitment to responsible environmental protection and energy-saving practices for the purpose of environmental and fiscal stewardship.
- Directs special projects as assigned by the Superintendent and serves on committees as appropriate or assigned by the Superintendent.
- Serves as an articulate, informed spokesperson for the district at both formal and informal speaking engagements and in the development of written documents describing district programs.
- Represents the district, when assigned, in social, organizational, ceremonial, political, or other functions and attends all Board of Directors meetings.Engages in the Educational Environment
- Leverages appropriate relationships between emerging technology resources and the education process ensuring District leadership is informed of these opportunities in a timely way.
- Identifies and promotes ways technology can support educational best practices through communication and collaboration with the Department of Teaching, Learning and Leadership.
- Collaborates with Teaching, Learning and Leadership to promote standards for innovative instruction and learning for the purpose of developing student proficiency in 21st century skills.
- Stays abreast of state and national standards, benchmarks, and frameworks for technology literacy and strives to align technology use with changes.
- Promotes the application of technology to address the diverse needs of students and maximize student learning.
- Creates and supports cross-functional teams for the purpose of decision-making, technology support, professional development, and other aspects of the District’s technology program.
- Ensures ongoing technology professional development for all staff to promote effective and consistent use of technology across the District.
