The Department of Economic Security Department of Division of Employment and Rehabilitation Services is seeking an experienced and highly motivated individual to join our team as a Business Analysis Manager. This position is responsible for ensuring the coordination of request and required development, maintenance and modification to the UI Benefits reporting and UI Benefits IT information systems. The position will manager professional IT employees and/or supervises medium to large, complex technical or business support of production teams.

Job Duties:
- Manages professional employees and/or supervises a medium to large, complex technical or business support or production team or teams.
- Supports the organization’s key business processes and applications recommends business redesign, if warranted.
- Adapts departmental/administration plans and priorities to address resource and operational challenges.
- Identifies required resources and is accountable for the effective use of resources.
- Prepares and delivers informative and well organize presentations and project status reviews to process owners, customers and other stakeholders.
- Perform data analysis, reporting and business requirements gathering for large complex projects.
- Analyzes and evaluates system problems and makes recommendations for solutions and options; implements appropriate solutions and documents root cause analyses.
- Writes, reviews and approves application systems development methodology documentation.
Knowledge, Skills and Abilities:
- Expert level of information technology systems administration, the principles and practices of structures system analysis and design
- Application program development practices and techniques, database and other file structures, hardware configuration operating systems and equipment capabilities.
- Imperative to have excellent written and oral communication and active listening skills in dealing with management
- Familiarity with core concepts and key elements contained in the Business Analysis Book of Knowledge (BABoK)
- Able to analyze and conceptualize needs, which lead to effectively designed automated system
- Ability to balance, prioritize and organize multiple tasks
- Ability to lead and manage medium to large teams
- Ability to work collaboratively in teams across divisions and administrations
Licenses and Certifications:
- Arizona Level 1 Clearance Card
- If the position is required to drive on state business, the position will require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.12).
Qualifications:
- Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees
- Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
Selective Preferences:
- Bachelor’s Degree plus 10 year of experience in business analysis (or equivalent experience)
- Project Management Training or IT certifications
- Experience with Unemployment Insurance Administration (UIA) systems and applications
- PMP certification a plus
- CBAP certification a plus
- Scrum Master a plus
- Lean or Six-sigma certification a plus
