Advantage SCI, LLC is seeking an experienced Program Manager to provide management and support to our government customer in Washington DC. Contract entails areas of experience in Personnel Security (PERSEC), Physical Security (PHYSEC), Information Security (INFOSEC), Industrial Security, Sensitive Compartmented Information (SCI) Management, Communications Security (COMSEC), Privacy, and Operations Security (OPSEC).

Summary of duties include:

  • Monitors all tasks and keeps the Program Manager informed of all problems, progress, and accomplishments
  • Anticipates problems and works to mitigate them before they evolve
  • As project leader provides technical direction for the complete delivery of contract tasks
  • Serves as technical authority for security. Provides customer advice in regards to security issues
  • Resolves unique and un-yielding project problems using new technology and best practices
  • Completes all tasks within estimated time frames and budget constraints
  • Schedules and assigns duties to subordinates
  • Interacts on a daily basis with government management and contracting personnel
  • Reports orally and in writing to contractor management and government representatives
  • Performs quality control on deliverables
  • Ensures all deliverables are in line with the customer’s quality assurance plan and meets the deadlines
  • Regularly produces reports, presentations, memorandums, and guidance that are in line with Advantage SCI
  • Provides guidance to on-site employees on Advantage SCI and customer policies and procedures and culture
  • Strengthen on-site team’s effectiveness by training, coaching and creating an environment that inspires everyone to take personal ownership for meeting contract requirements
  • Be a visionary with a demonstrated ability to envision the end solution and architect the actions necessary to achieve the solution
  • Recruits, reviews resumes, interviews and provides recommendations to Program Manager for replacement hires
  • Work closely with Advantage SCI Human Resources and Finance to resolve employee issues
  • Reviews time sheets and invoices for accuracy and quality
  • Manages employee leave requests; ensures adequate coverage to meet contract requirements
  • When not at customer site will provide assistance on marketing services and proposal development

Qualifications:

  • Must be a US citizen and have an active TS/SCI clearance
  • Must have 6-8 years of government contract project management experience
  • Must have 4 years of DoD Security Experience (INFOSEC, COMSEC, PERSEC and OPSEC)
  • Bachelor’s Degree (preferred) or Associate degree with additional 2+ years experience in related work
  • Highly proficient with MS Office (Word, Excel, PowerPoint, and Project) and be able to develop executive dashboards
  • Project Management Institute(PMI)certified (perferred)
  • Experienced in developing quality control plans, transition plans, and project plans
  • Experienced in managing DoD contracts
  • The ability to obtain/maintain a security clearance is a condition of employment
  • Experienced in managing contract budgets

  • Familiarity with working with the DoD/Security Community; military backgrounda plus
  • Excellent interpersonal, communications, and customer service skills

  • Experienced in developing sort-term and long-term goals
  • Strong negotiation skills
  • Excellent working knowledge of DoD Security Directives, Regulations, Policies, and Procedures, NISPOM, and Industrial Security Standards
  • Must have a clear working knowledge and understanding of the DoD Acquisition process and familiarity with the Federal Acquisition Regulations and Department of Labor SCA requirements

Working Conditions:

  • Will work at government site approximately 90% of the time and at Advantage SCI, Alexandria, VA office the remaining time.
  • Able to sit and work at a computer keyboard for extended periods of time
  • Able to stoop, kneel, bend at the waist and reach on a daily basis
  • Able to lift up to 25 pounds and carry for short distances occasionally
  • Noise level – quiet to moderate
