GENERAL SUMMARY:



This position manages the day-to-day program operations of a program with Head Start and/or Early Head Start including personnel administration and supervision and oversees the over-all program to ensure smooth functioning of the program in all areas to provide quality services to children and families, and to support the goals of the program. Responsible for development, training and on-going work with the program Policy Council.

PRIMARY RESPONSIBILTIES:



a. Program Planning And Implementation

  • Responsible for the following:


a. Monitors compliance with the Head Start Program Performance Standards.

b. Establishes policies and procedures for the program design and management of content areas of the program with parents and staff that support effective implementation.

Sets up Agency T/TA Plan and documents all training in the Agency T/TA Log. Works with staff person responsible for human resources to document training for individual employees in employee files.



d.
Serves as Career Development Committee Chair; oversees the development of a system for professional development plans for all employees and uses that information to develop an Agency T/TA Plan.

. Finalizes and submits the Program Information Report (PIR) to the contractor or replacement grantee.



f.
Policy Council: Works directly with PC; organizes and attends all PC meetings; provides and/or oversees an orientation for all new PC members; serves as the main link with PC with NIC Site Manager; uses the PC Quick Reference and Parent Voice documents.



g. Self Assessment: Takes the lead to organize any self assessment activities with the team that comes onsite (e.g., GPS, Targeted Self Assessment, etc.).



b. Budget And Fiscal

  • Responsible for daily budget oversight. Oversees coding of all payments and reviewing detailed weekly transaction reports and budget comparison reports.

  • Identifies and pursues potential additional funding sources, grants, and local monies to support program activities as appropriate.

  • Ensures that all in-kind activities contribute to the non-federal share requirement and is constantly making sure the appropriate amount is being collected.

  • Maintains and oversees all internal accounting systems to insure accountability for program income, supplies, expenditures, inventory control and risk management.

  • Reports regularly to the NIC Site Manager on budget and program status.


c. Community Relations/Public Affairs

  • Coordinates and supervises public relations for the program.

  • Coordinates and approves all news media releases in conjunction with the rest of the program.

  • Serves on community task forces and other groups as part of an integrated community services approach.


PERFORMS OTHER DUTIES AS ASSIGNED.



EDUCATION AND EXPERIENCE:



Minimum requirement is a bachelor’s degree
and experience in supervision of staff, fiscal management, and administration.

This position requires demonstrated skills and abilities in a management capacity relevant to human services program management. Courses in public administration to include, budgeting, personnel, and supervision are helpful.
