L&I’s Strategic Investments Office, a division of IT, is currently seeking a Senior Technical Project Manager working out of our Headquarters office in Tumwater, Washington. As the Technical PM for the Workers Compensation System Modernization, you’ll serve as the highest level of authority on Technical Project Management and will be responsible for developing, implementing, and executing Information Technology solutions for this highly visible and impactful project.
L&I currently operates more than 200 different computer systems and subsystems used by more than 30 service-delivery and internal-support programs. The Workers’ Compensation program systems modernization, which is the focus of this effort, uses more than 100 of those systems.
The Desired long-term outcomes of the WCSM project are:
Customers: Improve the experience of Washington state employers, injured workers and medical providers when interacting with L&I.
L&I service delivery: Implement new technology that strengthens L&I’s ability to deliver efficient, accurate, customer-centered service.
Technology: Establish a technological environment that is flexible, sustainable and cost-effective for L&I to maintain.
The incumbent will collaborate with internal and external stakeholders to provide IT solutions that enable the agency to provide services to citizens and businesses across Washington State.
They will need to have the following experience to be successful:
- Understanding technical integration technologies such as API lifecycle management, Enterprise Service Bus, XML and JSON concepts, as well as other web and database technology.
- Responsible for IT projects involving the integration of Commercial Off the Shelf (COTS) solution with a legacy environment.
- Develop technical project approach, document assumptions and constraints, define performance measures, describe technical project acceptance and provide technical and organization guidance.
- Collaborate with IT Division Leadership in agency-wide strategic planning and policy development.
- Responsible for technical quality assurance audits of Vendor deliverables. Attention to detail is very critical.
- Direct and oversee the technical project work of the WCSM project.
- Aide in the procurement of resources, consulting services and technology solutions as needed to ensure project success and completion.
- Perform other duties as assigned.
Required:
- Bachelor’s Degree in Computer Science, Information Technology, Business Administration, Public Administration, Communication or closely related field. (Professional experience may substitute year for year for education)
- 5 years progressive experience at an enterprise level, providing strategic planning, policy development and technical project management to include implementation of development projects.
- 1 year of experience deploying COTS products within an IT division of a comparable size.
- 5 years of progressive experience in technical project management.
Desired:
- 5 years of progressive experience in software development and technical project management.
- Certifications: PMP, CAPM, PRINCE2, CSM or other applicable certification.
- Lean/Six Sigma Certification
- Certification in Change Management
- Previous experience working in organizational development
