Why does the job exist?

The Department of Information Technology (DoIT) Oversight and Compliance Division/Enterprise Project Management Office (EPMO) has a statutory mandate to perform oversight related to IT procurements, IT certified projects, and technology spending to ensure that the State is investing wisely in IT and that the targeted outcomes of those investments are achieved. This position will serve as a team member of of the Oversight and Compliance Division/EPMO to conduct quality assurance and compliance reviews for IT procurements, certified IT projects, as well as facilitation of the C-2 Special Appropriations and IT Strategic Plan annual cycle. This position will provide PM recommendations and guidance as well as serve as a liaision to an assigned group of State of New Mexico executive branch agencies.

How does it get done?

To comply with the Department of Information Technology Act, Section 9-27-6, NMSA 1978 (DoIT Act), the position will:

  • Provide ongoing agency oversight as related in the DoIT Act;
  • Review IT professional service agreements for technical sufficiency including Requests for Proposals (RFPs), and IT contracts

including amendments, emergency procurement, and sole source;

  • Provide in-depth analysis and best practices recommendations for IT Projects;
  • Provide in-depth review, analysis, and best practices recommendations for project certification committee (PCC) phase gates and

technical architecture review committee (TARC) artifacts with strict adherence to quality and timeliness;

  • Review and provide recommendations on Agency IT Strategic Plans;
  • Work with the EPMO team to compile and review monthly, quarterly, and special reporting;
  • Work with Agencies, team members and executive staff to ensure high-quality reports and metrics are available for DoIT, Legislative Finance Committee (LFC), and Department of Finance and Administration (DFA);
  • Make recommendations regarding prudent allocation of resources, reduction of redundant data, hardware, and software for assigned agencies;
  • Monitor agency compliance and report to agency management on noncompliance;
  • Assist in the C-2 special appropriations funding cycle and activities;
  • Build and maintain a positive working relationship with assigned agency clients to understand problems, projects, environment, constraints, and opportunities;
  • Participate in training and outreach to Agencies on PM best practices, project certification, reporting, IT Strategic Plans.

Ideal Candidate

The ideal candidate will have:

  • Experience in software development or systems analysis,
  • Solid understanding of the the project management life-cycle and processes;
  • Project Management Institute (PMI) PMP certification or working towards certification is desirable;
  • Experience with oversight of IT projects and project portfolio management;
  • Experience developing and reviewing IT contracts and scopes of work, RFPs, and/or project management deliverables.

Minimum Qualification

Bachelor’s degree in Computer Science, Management Information Systems (MIS), Business Administration, or Information Technology and four (4) years of experience in software development, project management, or systems analysis, with a minimum two (2) years of experience in the PM role. Substitutions Apply. See Substitution Table below. CAPM/PMI-ACP certification may be substituted for one year of experience. PMP/PgMP certification may be substituted for two year of experience.

Employment Requirements

Must possess a valid New Mexico ID and/or maintain a valid New Mexico Driver’s License.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Occasional travel may be required.
