Summary of Position
Under the direction of a manager, director, or senior executive, is primary contact for all activities surrounding medium to large IT projects(s) and initiative(s). Projects are of significant magnitude in terms of complexity, cost, time constraints, staffing, and equipment needed. Projects may involve multiple systems and affect more than one area. Oversees work to ensure that goals and objectives are accomplished within prescribed timeframe and budget. Responsibilities may include work plans, schedules, project estimates, resource plans, and status reports. Serves as the internal consultant on projects issues and manages information flow between project members, senior management, and others. Provides technical and analytical guidance to project team. May be involved in highly technical aspects of project implementation. Serves as liaison with external organizations and other strategic partners. Typically reports to a director.

Essential Functions
  • Provides high-level project management expertise, consultation and support for IT initiatives involving complex systems and applications. Assembles project team, assigns responsibilities, identifies resources needed, and develops schedules to ensure timely completion. Must be familiar with system scope and project objectives as well as role and function of all team members. May need to possess highly specialized knowledge needed for specific technology.
  • Coordinates, oversees and carries out activities needed to fulfill assigned initiative/project objectives. Identifies need to modify schedules and plans and works with management to ensure project goals are met. Confers with project personnel to provide technical advice and resolve problems.
  • Establishes short-range project goals and plans. May collaborate with management and provide information needed to establish long-range project goals.
  • Coordinates projects or assignments either within a single functional area or across multiple organizational areas, working with both internal and external clients.
  • Assures adherence to quality standards and reviews project deliverables.
  • Provides leadership, direction and guidance to project personnel to ensure project progresses on schedule and within prescribed timeframe and budget. Monitors the use of project resources. If serving as direct supervisor for project staff, carries out supervisory responsibilities within areas of responsibility in accordance with the organization’s policies and applicable laws. Provides direction and support to staff to assure departmental effectiveness and efficiency. Responsibilities include interviewing, selecting, orienting and training employees; planning, assigning, and directing work; evaluating performance; rewarding and disciplining employees; reviewing personnel actions of subordinates and addressing complaints and resolving problems.
  • Maintains on-going relationships with outside agencies, consultants and contractors and other strategic partners as needed. Manages the integration of vendor tasks and tracks and reviews vendor deliverables.
  • Represents management on intra-practice and/or cross-organizational teams and projects as assigned.
  • Prepares reports and updates for management on progress. Will confer with management on changes of significant consequence to the scope or schedule of the project.
  • Although may work directly with senior management on projects and initiatives will often work through IT MGMT structure and Directors.
  • May function as an IT technical expert in the execution of highly complex aspects of the project.
  • Performs all job functions in compliance with applicable federal, state, local and company policies and procedures.

Minimum Requirements
Education: Bachelor’s degree in business administration, health care administration, public health or equivalent training. Master’s degree preferred.

Skills and Experience: Skill set and experience typically gained through 5-8 years of progressively responsible professional experience in planning, development, and execution of IT projects and initiatives is desired. Background in health care, business development and supervisory experience preferred. Must possess comprehensive knowledge of programming and analysis techniques. Experience in project planning and technical coordination, as a senior systems analyst, or as a leader of a subtask of a major project. Ability to function as a technical expert on IT projects. Must possess excellent analytic, interpersonal and communication skills.
