    Duties

    Summary

    This position serves as an Information Technology Project Manager for a team in the Bureau of Overseas Buildings Operations, responsible for managing a broad range of IT applications and development of projects across the entire Bureau.

    Responsibilities

    • Ensures that projects are delivered on time and within budget and that contractors deliverables comply with quality standards express in the contract.
    • Establishes project baselines, monitors costs and schedule against baseline and controls risk management for each assigned project.
    • Identifies and defines business or technical requirements applied to the design, development, implementation, management and support of OBO’s IT application, systems and networks.
    • Identifies problems and issues affecting lifecycle management of all assigned projects and conducts preliminary analysis to determine the general nature of requirements and information flow.
    • Assesses and coordinates the evaluation of IT and business process improvement/re-engineering procedures, policies, reporting and implementation of projects.

    Qualifications

    Applicants applying for the GS-13 grade level must meet the following requirements:


    Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

    • Attention to Detail – Completing thorough and accurate work independently, even in the most difficult or stressful situations, and occasionally reviewing work completed by others.
    • Customer Service – Resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluations of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
    • Oral Communication – Conveying complex information or ideas to customers and key stakeholders; presenting information in a well thought out and convincing way, demonstrating confidence in the facts and ideas; using various methods to explain and convey information.
    • Problem Solving – Solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs.

    AND

    Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.


    Qualifying specialized experience must demonstrate the following: Experience in developing projects, analyzing operating systems and application software and Information Technology (IT) project management.


    NOTE:
    In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    There is no substitute of education for specialized experience for the GS-13 position.
