Serves as the Business Manager over Extension Funds for the College of Agriculture, Forestry, and Life Sciences (CAFLS). Provides strategic planning to seek and utilize Extension Funds in a manner that demonstrates good stewardship and fiscal responsibility. Responsible for Extension fiscal management functions of CAFLS. Provide excellent customer service. Monitor Extension payroll to ensure adequate budgets. Performs other duties as assigned.
JOB DUTIES:
30% – Essential – Budget Planning and Management: Work with Associate Dean for Extension, department chairs, and directors to establish and maintain CAFLS Extension budgets for extension and extension and county program self-generated revenue to achieve the extension goals of the College. Oversee the extension business activities and expenditures including purchasing and accounts payable while ensuring adherence to personnel, and fiscal policies and procedures throughout the College relative to Extension funding source. Process Extension budget amendments adjusting Extension budgets throughout the fiscal year.
25% – Essential – Fiscal Management and Strategic Planning: Supervises and ensures completeness of reconciliations of receipts, revenues, and Budget Status Reports on Extension funds. Continuously review fiscal processes and procedures to ensure best practices and controls are in place for Extension funds. Advise on policy and procedures, conduct departmental audits, reviews, and provide specialized trainings as needed. Work closely with the Director of Business Affairs to update short and long range strategic planning and budget development for Extension funds supporting research activities. Prepare special reports and projects as requested.
25% – Essential – Payroll Management: Work with Associate Dean for Extension, department chairs, and directors to prepare the College’s annual salary roll. Ensures that salaries are loaded correctly during the annual budget process. Work with department chairs and directors to ensure that all employee efforts are reflected accurately in job earnings distributions. Submit payroll corrections ensuring accuracy and compliance. Maintain electronic files of personnel changes to salaries and job earnings distributions in PeopleSoft HR to prevent budget shortfalls.
15% – Essential – Teamwork: Indirect oversight of the work of five academic accounting/fiscal analysts and six research and education center support personnel. Provide daily guidance and support for questions, problems, issues, and concerns on Extension funds.
5% – Essential – Other Responsibilities: Submit extension billing rates on self generated funds for the College annually. Ensure CAFLS adheres to records retention policies of Clemson University. Ensure that the Department Asset Tracking is utilized and maintained timely. Performs other duties as required.
MINIMUM REQUIREMENTS:
Education – Bachelor’s Degree with accounting courses
Professional experience in a directly related field, such as accounting, auditing, finance
