The Assistant Director, Export Compliance will assist the Export Compliance Director, faculty, staff, and students with all export control regulations, including the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Office of Foreign Assets Control (OFAC) requirements, Dual Use Research of Concern (DURC), Covered Defense Information (CDI), and where applicable, Controlled Unclassified Information (CUI).
The Assistant Director will be responsible for the following duties:
The development and management of appropriate policies and procedures related to export controls, developing and implementing training materials through workshops, and other venues as appropriate; promoting compliance with export control regulations by assisting the Director in duties as the liaison with the Departments of Commerce, State, and Treasury, and any other federal agencies in regard to export control matters; drafting and submitting export control license applications and institutional registrations when necessary.
- Bachelorâs degree in a related field or a combination of equivalent education, training, and experience
- 5 or more years of directly relevant experience
- Extensive experience in academic research, research administration, and compliance; sponsored research and compliance experience in higher education
- Significant experience in assessing compliance risks in a large research university or other complex environments
- Prior experience creating and implementing compliance strategies and technology control programs
- Excellent written and verbal communication skills with a demonstrated ability to express and convey complex ideas to a varied audience
- Excellent analytical ability
- Excellent research and decision making skills
- Must have a high degree of professionalism
- Ability to collaborate and work in a team environment
- Demonstrated ability to make effective decisions, problem solve and handle confidential information with discretion
- Must be proficient in Word, Excel, and PowerPoint
- Demonstrated experience working in and fostering a diverse faculty, staff and student environment or commitment to do so as a staff member at VCU
- Juris Doctor (J.D.) or M.S. degree
- Familiarity with federal, state and local regulatory policy research
- Prefer certification in compliance (ECoP, CHRC, CCEP, or related) or willingness to obtain
