Scrum Master
Transforming Tax Collections (T2C) is a green field initiative that leads to a new service and platform that will be provided and supported by the Federal Reserve Bank of Cleveland. T2C will deliver a modern, reliable and user-friendly tax collections service which includes business process improvements and technology improvements. Communication and regular engagement with the IRS, bulk & batch providers and customers will be critical to the success of this initiative and will occur throughout the T2C initiative.

Position Summary
Facilitates the process for how information is exchanged by agile development team members. Leads all the agile ceremonies and artifacts.
This role primarily supports the Transforming Tax Collection program.
Essential Accountabilities
1. Assists the product team in learning and applying Scrum to achieve business value in each sprint.
2. Continually monitors and evaluates industry trends for department implementation.
3. Continuously helps the agile team learn and grow by assessing work and providing ongoing feedback.
4. Facilitates the work that flows in and out of the sprint, helps the team prioritize the work, and reports on the progress within the sprint to the project manager.
5. Owns, tracks, and reports the team’s sprint velocity, sprint burndown, release burndown, and risks within a sprint.
6. Leads the scrum team(s) when new organizational or department agile/sdlc changes are required to achieve successful technology releases for each product line.
7. Pushes scrum retrospective improvements through the team to ensure continuous agile improvement.
8. Pushes cross-team or department changes up to managers for their bi-weekly issue resolution meeting.
9. Guides team to define, update, and uphold working agreements to ensure team is aligned and has a strong sense of purpose during each sprint.
10. Removes road blocks using peer relationships, and formal channels.
11. Senior Scrum Master may provide coaching to staff level scrum masters as necessary.
Education and Experience
- Bachelor’s degree and 3+ years of related work experience, or
- Associate`s degree and 5+ years of related work experience, or
- High School Diploma and 7+ years of related work experience
- Agile certification (highly preferred)
Knowledge and Skills
- Agile/Scrum/Kanban
- Ability to work cohesively with a team
- Agile tooling experience (TFS, Atlassian, VersionOne, etc.)
- Ability to work within/develop an agile work environment utilizing Scrum methodologies

Physical Demands and General Working Conditions
Traditional office environment: Employees typically sit most of the day, work with a computer and may answer/respond to phone calls. Physical movement consists of walking for meetings, breaks, etc. Ability to lift items weighing approximately 20 pounds on a limited basis is required. Addendum as needed: Employees may be required to travel by car/air.
