Job Description (Roles and Responsibilities)

The UK Delegation to the Organisation for Security and Co-operation in Europe (OSCE) seeks to work with and through the OSCE and its 57 participating States to protect the UK’s interests, people and values. We are now looking for an experienced Project Manager and adviser to contribute to the success of the UK’s 2020 chairmanship of the OSCE Security Committee.

The position is a key part of a team working with the OSCE Albanian Chair, participating States and the OSCE Secretariat to promote UK and Albanian security-related priorities and to contribute to the comprehensive security of the OSCE region. Apart from the programme management responsiblities set out below, as part of the small Security Committee team within the UK Delegation, the successful applicant will also have the opportunity to contribute to the design and development of each event within the programme and to suggest suitable presenters/speakers/panelists for Security Committee discussions.

The position will support the UK 2020 Security Committee chairmanship so it will run from January 2020 to the end December 2020.


Main Duties and Responsibilities:

  • Ensure each meeting or event within the Security Committee calendar reaches agreed outputs and outcomes;
  • Agree agendas for each meeting in advance, maintaining a log of any action points and following up on requested actions;
  • Ensure the UK Ambassador and Head of Delegation receives necessary background, briefing and steering briefs ahead of each event;
  • Act as a contact point for members of the Albanian Task Force and with any speakers or other participants invited to join events;
  • Provide logistical support to the delivery of Security Committee meetings and events;
  • Design effective programme monitoring mechanisms and use them to ensure delivery of the overall programme of events on time and within available resources;
  • Profile expenditure and identify funding from within existing UK Delegation budgets and from possible co-funders;
  • Evaluate event and overall programme impact and identify any lessons learned.


Resources managed (expenditure):

The successful candidate will be expected to manage approx. EUR 25,000.

Essential qualifications, skills and experience

  • Proficient level of English (written and spoken, minimum of C1 level for CEFR framework*);
  • Education to graduate (university) level;
  • Excellent communication and interpersonal skills including developing and maintaining networks, including with specialists/experts and non-specialists;
  • Previous experience of managing and delivering programmes, projects and/or complex events;
  • Good research skills with a proven track record in producing concise written reports in English;
  • Able to act on initiative, demonstrate flexibility and work well in a team;
  • Extremely organised with effective time management and ability to respond to changing priorities and tight deadlines.
Desirable qualifications, skills and experience

  • Previous work experience or background in security/transnational threats (such as serious organised crime-related issues, counter-terrorism, preventing/countering violent extremism, cyber-security, etc.) would be an advantage and would enable the successful candidate to play a greater role in researching key themes and identifying suitable speakers/experts for the series of events;
  • Experience in working in a multilateral environment and budget management knowledge would be assets.

Other benefits and conditions of employment

This is a local staff position in the UK Delegation for OSCE in Vienna; it is not a diplomatic designated position. The position is subject to the terms and conditions of UK Delegation employees.

This is a full-time temporary position until December 2020 of 5 working days per week. Working hours are Monday to Friday from 9:00 A.M to 5 P.M. The annual leave entitlement is 25 days per year pro rata and the Embassy also enjoys 14 Austrian / UK public holidays per year and we are committed to ensuring a work / life balance.

The monthly salary will be € 3,927 gross, payable 14 times a year. Please note that UK nationals will receive their salary net, minus the deduction of an equivalent level of Austrian (UK) tax retained at source. Further information on this will be given to candidates during the recruitment process. All other nationals will receive paid their salary minus social insurance deductions and are expected to comply with Austrian tax obligations through completion of a tax return to the Austrian authorities.

The successful candidate will be subject to confirmation of a background check and security clearance. It is the applicant’s responsibility to ensure they are legally able to work in Austria. The UK Delegation is not able to assist with any visa or sponsorship arrangements.

Staff recruited locally by the UK Delegation are subject to terms and conditions service according to Austrian employment law.

: Candidates must currently hold the independent right to live and work in Austria and be prepared to ensure that right remains throughout the scope of the contract. Additional requirements may become necessary pending EU Exit. If requirements change additional eligibility information will be shared during the recruitment process.
