Definition

Performs work of considerable difficulty as an operations project manager responsible for managing a project and guiding its overall direction. The manager must communicate with the workers in the project, as well as higher-level employees such as senior leaders and management for projects approved in the Capital Improvement Program.

CIVIL SERVICE, 400.9:
If an employee of the city does not pass the promotional examination and otherwise qualify for a vacated position, or if an employee of the city does not apply for a vacated position, an entrance examination may be used to fill the vacancy.

Examples Of Duties

Manage project team to execute operations projects effectively and efficiently.

Manage the conceptual development of a project with the customer to ensure the scope of work and the program budgets are properly identified. Work with the PW Operations Manager and stakeholders to ensure the project is properly identified in the Capital Improvement Program with funding levels identified across multiple years as appropriate.

Identify project risks and recommend appropriate resolutions.

Manage and lead scope changes for operations projects.

Manage resource assignment, work allocation and software and hardware requirements for operations project.

Conduct regular project status meetings with project team.

Address questions and concerns of project team, management and customers in professional and confident manner.

Provide project progress status, delays and issues to customers in timely manner.

Ensure that project deliverables meet customer expectations.

Provide support and guidance to project team when needed.

Develop and implement project management procedures and methodologies to achieve business goals.

Conduct performance review and provide performance feedback to staff.

Write the required resolutions needed for the City Council’s approval for all stages of work.

Coordinate the design review process for bidding, construction, operations and environmental phases of the project.

Manage the project budget to meet budget goals. Receive and approve payment requests, change orders and other charges to the project. Define scope, budget and schedule for operations project.

Develop and manage a replacement program for durable items as well as manage contracts for supplies and materials.

Ensure Real Property requirements are identified in advance to not impact the schedule for construction start.

Review and approve submittals and manage requests for information.

Manage all reports, files and other project administration requirements.

Coordinate communication with the Public and Public Officials on construction projects.

Qualifications

Graduation from a 4-year accredited college or university program with a degree in Engineering, Project Management, or closely related technical field.

A minimum of five years of increasingly responsible experience in the field of engineering, construction, public works or programs/project management is required.

Equivalent training and experience will be considered.

Possess a valid Iowa Driver’s License which must be maintained throughout employment.

Must become an Iowa resident within two years of hire date and maintain residency throughout duration of employment (per Iowa Code 400.17).

Knowledge and Skills

Considerable knowledge of:
Construction and maintenance methods, materials and equipment.

Investigation, design, construction and inspection of public infrastructure projects.

Basic civil engineering principles and practices.

Considerable skills in:

Reviewing complex plans, specifications and engineer drawings for purpose, intent and completeness.

Interpreting and enforcing City Codes, Ordinances and contracts fairly, with firmness, tact and impartiality.

Analyzing a problem and identifying alternative solutions, implementing recommendations in support of design, construction, budget and schedule goals.

Ability to communicate clearly and concisely, both orally and in writing,

Ability to establish and maintain effective working relationships with others

Ability to prepare and explain prepared reports to upper management.

Ability to be extremely organized, results-driven, while balancing numerous projects and tasks and prioritizing daily work to keep the most critical items at the top of the list.

In-depth understanding of transportation modes, capabilities and practices.

Ability to exercise independent judgment to perform essential duties.
