Responsibilities:

  • Reviews contractual documents to ensure adherence to company policy, government specifications and requirements, and conformance to master agreements
  • Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness
  • Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications
  • Initiates documentation to authorize work in accordance with contractual specifications.
  • Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information
  • Responds to inquiries regarding contract obligations and revisions
  • Exercise direct supervision over direct Contract Administrators at alternate locations.
  • Monitor workflow and customer demands
  • Identify areas of opportunity for employees to perform at peak level
  • Assist, coach, and mentor subordinates to complete assignments using established guidelines, procedures, and policies.
  • Oversee and coordinate available training and potential need for additional training.
  • Conduct mid-year and annual performance evaluations and establish goals for the team and individuals. Support Salary Planning.
  • Participate in the hiring process of new employees.
  • Make recommendations for promotion, recognition, and disciplinary actions.

Requirements:

  • Bachelor’s degree with10 years of experience in related discipline or equivalent preferred
  • Top Secret DoD Clearance preferred
  • Management Experience preferred
  • In-depth knowledge of FAR and DFARS required and functional knowledge of SAP input and report generation
  • Experience with ITAR is required
  • Must have 4+ years Contracts Manager experience with reviewing RFPs, preparing proposals, negotiation, definitization and administration of DoD Contracts
  • Must have experience with risk assessment of proposals/contract terms and conditions and strategies to minimize potential risks to the business
  • Must possess the ability to effectively interface at all levels of company management
  • Must possess the ability to effectively interface with Government and other customer organizations
  • Travel will be required
  • Must be able to work any shift, weekends, and overtime as required
  • Currently residing in SanDiego, CA highly preferred.
