JOB VACANCY

POSITION: Director of Economic Development

DEPARTMENT: Economic Development

LOCATION: Fort Jackson Building

SALARY: Range $68,521.72 – $82,495.55/year
Pay Grade 15 Management

HOURS: 8:30 am to 4:30 pm Monday to Friday
(1 Hour unpaid Lunch)
35 hours per week Exempt

OVERALL OBJECTIVE OF JOB:

Actively directs and creates economic development throughout the County of Greene. Provides professional advice and assistance to developers and other department heads in connection with the planning or execution of economic development programs and projects.

ESSENTIAL FUNCTIONS OF JOB:

1. Leads and directs the economic development efforts, including: strategic planning, assessment of economic conditions, and development of responsive economic and business-related solutions.

2. Establishes and aligns program goals, services and objectives with the County’s mission and vision for business & economic development. Modify and adapt plans, goals and objectives, as necessary, in response to changing business and economic conditions.

3. Analyzes existing economic situations relative to business attraction and expansion; review modern techniques for business attraction and retention; negotiate and resolve sensitive and controversial issues; monitor program performance and periodically report status.

4. Facilitates the strategic efforts necessary to resolve complex and high level business development concerns. Establish positive working relationships and coalitions with

appropriate private sector, non-profit and public organizations, including: federal, state, and local agencies.

5. Plans for growth, strategically and sustainably, with the input of the residents and local business owners. Produces an economic development plan that aligns with the goals of the County.

6. Directs the Economic Development department including other employees and department budget.

7. Reviews contracts and assignments for County consultants and contractors; oversee projects.

8. Presents the County’s position and policies to the Planning Commission and contractors.
9. Analyzes and provides direction on development studies or program reviews in response to inquiries from Planning Commission, or when professional judgment suggests it is advisable.

10. Serves as the chief spokesperson for the Economic Development Department.

OTHER DUTIES OF JOB:

1. Attends meetings, seminars and training as required.

2. Performs other job-related duties as required.

3. Assists in budget preparation by providing needed data.

SUPERVISION RECEIVED:

Receives occasional instruction and limited supervision from County Commissioners and County

Chief Administrator in regard to daily work duties.

SUPERVISION GIVEN:

Supervises Economic Development staff.

WORKING CONDITIONS:

1. Works indoors in adequate work space with adequate temperatures, ventilation and lighting.

2. Works indoors with average exposure to noise, but subject to frequent disruptions and stress.

3. Normal indoor exposure to dust/dirt.
4. Travels occasionally to performs other essential job duties.

PHYSICAL/MENTAL CONDITIONS:

1. Must possess ability to record, convey and present information, explain procedures and follow instructions.

2. Must be able to sit for long periods throughout the workday, with intermittent periods of standing, walking, bending, twisting, reaching, stooping and grasping as necessary to carry out job duties.

3. Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso necessary to carry out job duties.

4. Sedentary work, with occasional lifting/carrying of objects with a maximum weight of ten pounds.

5. Must be able to cope with the physical and mental stress of the position.
6. Must be able to pay close attention to details and concentrate on work.

THE QUALIFIED CANDIDATE WILL HAVE:

1. A bachelor’s degree in business administration, public administration, or similar field.
2. Five or more years of experience in economic, community development.
3. A record of accomplishments and career advancement.
4. Familiarity with relevant state and federal programs.
5. Excellent leadership, communications, and presentation skills.
6. The ability to work collaboratively with multiple constituencies.
7. Experience in developing and managing budgets, business plans, and organizational strategies.

8. Experience in developing and managing events and complex projects.
9. Requires a valid Driver’s License.
10. Must be able to pass a pre-employment background check and driving record check.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

1. Must be able to speak and understand the English language in an understandable manner in order to carry out essential job duties.

2. Must possess highly effective communication and interpersonal skills.
3. Must possess initiative and problem solving skills.

4. Must possess ability to function independently, have flexibility and the ability to work effectively with employees, department heads, staff and others.

5. Must possess ability to maintain confidentiality in regard to employee and client information and records.

6. Must possess some technical knowledge of operating personal computers and other office equipment as necessary.

7. Must possess a willingness to travel as needed to carry out essential job duties.
8. Must possess the ability to make independent decisions when circumstances warrant such action.

9. Must possess ability to plan, direct, delegate and supervise work and staff of department for effectiveness and efficient operation of the department.

10. Working knowledge of principles and practices of the planning, design, construction and administration of municipal public works programs. Knowledge of leadership styles and skills.
