General Responsibilities:
The President and Chief Executive Officer (CEO) is responsible for the overall operation of Integrated Healthcare Partners (IHP), one of Rhode Island’s Certified Accountable Entities (AE). The purpose of IHP is to organize and coordinate programs and services that positively impact both the quality of services provided and the total cost of care for its attributed members. The RI AE initiative is intended to transform the healthcare delivery system for RI’s managed Medicaid population. Serving under the direction of the Board of Directors, the CEO is responsible for executing the vision and mission of the AE. The CEO provides leadership and control over
the administration of the AE and is responsible for development and implementation of policies, plans, procedures, budgets, goals and objectives as governed by the Board of Directors and in conjunction with the activities of IHP staff and its member organizations.
The CEO works collaboratively with key stakeholders in the external healthcare community, including other AEs, the RI Executive Office of Health and Human Services (EOHHS), the RI managed care organizations (MCOs), other healthcare provider organizations, state and local governments, and academic organizations.
Significant Job Functions:Executive Leadership:
1. Participate with the Board of Directors in the creation of an organizational vision;
2. Together with key leadership, develop programs and services that work toward that vision, within policy guidelines;
3. Develop and adhere to annual budgets;
4. Conduct both internal and external environmental scans to identify emerging issues affecting the organization;
5. Together with the Board of Directors, set specific organization goals and outcomes;
6. Work with the Board to define IHP’s vision, values, beliefs and mission;
7. Work with the Board to ensure that it is properly constituted and operates within its current bylaws and governance requirements;
8. Assist the Board and interorganizational committee members in gaining an understanding and awareness of each IHP organization’s resources and capabilities to enhance the success of the organization;
Responsible for ensuring that all policies and procedures of the organization follow the rules and regulations set forth by various regulatory agencies.
External Relations:
1. Promote community awareness of IHP’s mission and aims;
2. Participate in networking and community relations activities on behalf of the organization;
3. Develop and maintain positive professional relationships with external stakeholders
4. Engage with healthcare consumers to gain their perspective on the delivery of program services provided by IHP member organizations;
5. Advocate for actions and decisions that positively impact IHP’s mission and services;
6. Engage with managed care organization staff, state of RI leaders and department; employees, and other consultants working within the RI healthcare transformation project initiative.
Planning
1. Responsible for the development of organization-wide strategic plans, done in conjunction with the Board of Directors, Board committees, interorganizational committees, and internal staff;
2. Responsible for the development of an organization-wide, annual budget, done in conjunction with the Board, Finance Committee, and staff.
Organization and Implementation
1. Responsible for the overall implementation of all organization activities;
2. Monitor and control organization fiscal operations;
3. Act as the authorized agent for the organization, negotiating and approving all contracts made between the organization and other persons or organizations;
4. Oversee the review of all external audits, including financial, grantor, federal, state, and others;
5. Provide leadership and direction in response to emerging needs, crisis and imminent events internal and externally as they impact upon the organization.
Community Relations
1. Monitor local and national trends in healthcare, and serve as expert to the organization, guiding plans according to emerging trends and issues;
2. Promote public awareness of the mission of community health;
3. Act as spokesperson for the organization;
4. Participate in a wide range of community-based activities, which may advance the cause of IHP and its member organizations;
5. Participate in public/community health policy development at a local, state, regional and national level, as appropriate to the mission of the organization.
Required Qualifications:
1. . Master’s Degree in health policy, planning, administration, or a related field;
2. Six to ten years of experience in healthcare at the senior/executive management level preferably in an accountable care organization, a community health center, a community mental health organization, a managed care entity, or other healthcare organization;
3. Knowledge of, and/or experience with managed care, accountable care concepts, healthcare reform, or other health and human services transformation work;
4. Demonstrated leadership skills in building and maintaining collaborative relationships with senior managers, professional staff, and other community groups;
5. Knowledge and understanding of primary care, behavioral health, and services and supports address social determinants of health;
6. Demonstrated ability to maintain positive community and governmental relations;
7. Ability to work in alliances and to develop partnerships and networks for cooperative efforts in delivering healthcare and related services;
8. Current knowledge of external developments affecting primary care;
9. Experienced in working with boards of directors.
Communication Skills:
1. Exceptional oral and written skills needed;
2. Proficiencies are required in grant writing, contract negotiations, conflict resolution, and interpersonal communication;
3. Technical competence in communicating in the areas of health management terminology, information and billing systems terminology, contractual language, tort language, some medical terminology, and financial terminology is also necessary;
4. Knowledge and understanding of the general terms and concepts related to federal and state public health program terminology will be helpful.
Physical Effort/Environment:
General office environment. No unusual physical demands. Transportation needed for frequent external meetings.
Work Schedule Demands:
Full time (40hours, plus) five days per week. Evenings and some weekends necessary for meetings, conferences, etc. Ability to work remotely as well as within a professional office environment.
