Basic Qualifications
Bachelor’s degree or equivalent is required plus a minimum of 8 years of relevant experience; or Master’s degree plus a minimum of 6 years of relevant experience to meet managerial expectations. Experience in a government contracting environment is strongly preferred. Certified Public Accountant or Certified Management Accountant designation is preferred.
Due to the nature of work performed within our facilities, U.S. citizenship is required.
Responsibilities for this Position
General Dynamics Mission Systems has an immediate opening for a Billing Manager. The position provides an opportunity to enhance the performance and profitability of an organization that supports some of our nationâs fundamental defense services. General Dynamics Mission Systems employees work closely with esteemed customers to develop solutions that allow them to carry out high-stakes national security missions.
REPRESENTATIVE DUTIES AND TASKS:
Manage a group of billing staff members in processing government and commercial invoice (CP, FFP, TM, PB) ensuring accurate and compliant invoices in support of revenue, EBIT, and cash goals.
Provide guidance and expertise as it pertains to proper billing of projects utilizing system functionalities and ensuring that the system of internal controls, policies, procedures and guidelines within the billing function is adhered to such that adequate ratings are achieved on all independent and government audits.
Monitor staff assignments and workloads to best meet the needs of the company and to meet all customer submission deadlines.
Conduct quarterly and annual reviews with staff, address performance or personnel issues, and assist with job postings and interviews with potential candidates
Recommend and provide written justifications for staff promotions, performance awards and annual salary planning
Manage all Billing Policies and Procedures to ensure successful internal/external audits
Interface heavily with Contract Administrators, Program Administrators, and other Finance Managers to facilitate effective and timely processing of invoices, provide critical information and status updates and keep abreast of important contract developments.
Reviews, tracks and maintains billing information in the financial systems, ensuring accuracy and compliance with U.S. GAAP and other accounting regulations
Provide guidance and expertise as it pertains to proper project set up to ensure full utilization of financial system controls and support standardizing invoice practices.

Requires considerable knowledge of FAR, DFAR, CAS, DoD, DCAA, and DCMA billing requirements and audit activities.
Extensive financial analysis skills including ability to analyze data and reconcile financial accounts
Excellent computer skills including knowledge of accounting software applications such as MS Excel, Oracle
Extensive knowledge of financial report preparation
