PURPOSE:

The US ITER PROJECT MANAGER teams with the US ITER Project Director to lead the multi-billion dollar US ITER project (usiter.org) to success. US ITER is a multi-laboratory (ORNL, PPPL and SRNL) DOE/SC Major Item of Equipment project that integrates with the ITER Organization and the ITER teams in other countries to design and fabricate large high-tech hardware to enable the international ITER project (iter.org) to achieve its mission of demonstrating the scientific and technological feasibility of fusion energy for peaceful purposes. The US is one of 7 governmental partners (China, Europe, India, Japan, Korea, the Russian Federation and the US) to design, fabricate, assemble, commission, and operate ITER, which is being constructed in southern France.

The US ITER PROJECT MANAGER supports the Project Director in providing leadership and oversight to project and staff management functions of the U.S. ITER Project, with emphasis on ensuring that the project’s technical, budget and schedule performance objectives are achieved in a safe and environmentally compliant manner. The PROJECT MANAGER is authorized by the Project Director to commit resources to complete approved project objectives, provide direction to project team leads, exercise broad management judgment consistent with the Project Director’s guidance in coordinating the project functional areas including operational, financial, scientific, engineering, procurement and administration.

Major Duties/Responsibilities:

  • Partner with the US ITER Project Director in leading the US ITER team; serve as the Project Director’s designated alternate as needed.
  • Attain US ITER project cost, scope and schedule objectives in a safe, cost-effective manner consistent with the ITER Organization needs and requirements, subject to the availability of funds.
  • Develop, implement and ensure integrated effectiveness of all aspects of US ITER project management, including: (1) project planning, scheduling and budgeting; (2) project management controls, information and reporting systems, including earned value, risk management, baseline management; (3) oversight of the US ITER and International Organization Support budgets (approximately $200M/year); and (4) leadership, organization and management of all project support staff (15-25 employees and subcontractors) and activities including Project Controls, Procurement, Business/Finance, Information Technology, and Human Resources. Interface directly and as needed with DOE, ITER international partners, and WBS managers in all project management matters.
  • Coordinate and communicate accurate and reliable project status and performance information and issues to senior DOE staff including the DOE/SC Fusion Energy Sciences, US ITER Federal Project Director (FPD) and other Oak Ridge DOE staff, DOE/SC Office of Project Assessment performance review teams, and ORNL senior management.
  • Develop and implement annual project budgets and work plans and control U.S. ITER Project work within the approved cost and schedule baselines, subject to the availability of funds.
  • Proactively identify and mitigate critical issues and risks that could impact project performance.
  • Ensure effective project procedures, policies and plans.
  • Work closely with the International Organization management and staff to develop supportive project management relationships and processes.
  • Coordinate implementation of appropriate export control policies and procedures for US scope, including for sensitive countries when applicable.


Basic Qualifications:

  • Technical Degree and 20+ years of experience or equivalent combination of education and appropriate experience.
  • Proven successful management of large, complex scientific/technical projects.
  • Proven ability to work productively with highly-skilled scientists, engineers, and project management professionals.
  • Experience with alternate contracting vehicles and selection methods and processes.
  • Must be available for international travel sometimes work outside normal schedule due to time differences with the international project.


Preferred Qualifications:

  • Master’s degree in Science, Engineering, or other related scientific/technological field
  • Experience with DOE projects, especially DOE Office of Science projects
  • Experience with fusion science and technology
  • Earned trust of the US fusion research community
  • Certification in Project Management


Work Direction and Interfaces:

  • Reports to the US ITER PROJECT DIRECTOR and is a member of the ORNL Leadership Team.
  • Interfaces with DOE HQ, ITER IO, FPD, other Oak Ridge DOE staff, and Office of Fusion Energy Science (OFES) Program Office.


Measures Of Effectiveness:

  • DOE Reviews are successful with prior Review findings addressed.
  • Project remains within TPC and on schedule, maintaining adequate contingency account, consistent with the approved baseline budget profile subject to the availability of funds.
