The Project Manager for the Transition Management Office (TMO) is an integral component of a team supporting a Federal clientâs organizational and digital transformation. The Project Manager job is a mid-level, role for someone with at least 7 years of experience in the field including a minimum of 3 years in a Project Manager role. The TMO Project Manager will assist the Delivery Managers to manage, coordinate, and establish priorities for the complete life-cycle of projects including the planning, design, programming, testing, and implementation of business solutions designed to meet requirements of the various departments in USDA, such as Compliance & Internal Controls, Portfolio Management, Solution Architecture, Network Operations, Service Assurance, and Service Operations.
Responsibilities:
- Manage the project life cycle for technology IT modernization projects, including telecommunications and new technology lifecycle management
- Lead, plan, coordinate and manage program/project deliverables, schedule, budget and reporting for a wide array of IT/telecommunications technologies and functions
- Manage, coordinate, and establish priorities for the complete life-cycle of projects including the planning, design, programming, testing, and implementation of business solutions
- Prioritize and manage multiple initiatives/projects in a large, complex and high paced environment under minimal supervision
- Collaborate with resources across various infrastructure support teams, architecture and solution engineering, information security, etc. and serve as the bridge between technical and business teams
- Keep all stakeholders engaged and informed about project status
- Identify and effectively manage project risks and issues throughout project lifecycle and ensure mitigation of all project blockers
- Utilize established project management methodology to manage the project life cycle and follow established and industry best practices and standards
- Ensure effective program/project ownership, delivery, communication, coordination, and facilitation of tasks and activities
- Provide direction and leadership to achieve organizationâs core values, vision, and mission
- Demonstrate proactive behavior by leading program planning activities, defining scope, timelines and dependencies while ensuring consistent, predictable and successful delivery
- Work with the service delivery team on improving the process and procedures and ensure continued improvements and delivery excellence
- Can conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities; react to project adjustments and alterations promptly and efficiently
- Manage and control the work of project team members\ Coach, mentor, motivate and supervise new team members and influence them to take positive action and accountability for their assigned work
Required Knowledge, Skills and Experience:
- 7 + years direct work experience in a project management capacity, including all aspects of process development and execution
- Experience managing the project life cycle for technology IT modernization projects, including telecommunications and new technology lifecycle management
- Competent and proficient understanding of project management software, such as Microsoft Project, and Microsoft Project Web Application
- Working knowledge and understanding of the ITIL (Information Technology Infrastructure Library) Framework
- Demonstrated experience in personnel management
- Experience at working both independently and in a team-oriented, collaborative environment is essential
- Ability to elicit cooperation from a wide variety of sources, including upper management, clients, and other departments
- Must be able to learn, understand, and apply new technologies
- Excellent interpersonal and communication skills, including the ability to interface with and influence associates at diverse levels with different backgrounds and perspectives
- Strong analytical, planning, project management, and communication skills
- University degree or college diploma in the field of Computer Science, Information Technology, business-related field, or equivalent required.
Desired Skills:
- Previous Federal consulting experience
- Project Management Professional Certification (PMP) along with active maintenance of certification throughout employment
Working Environment & Conditions
Travel may be to countries which typically do not have the same sanitary, healthcare, and environmental conditions that exist in most of the United States, and can be extremely taxing both physically and psychologically, may involve long layovers and time zone dislocation, and may involve multiple modes of air, land, rail, and water transportation to reach final destinations.
