This position is located in the Metropolitan Police Department (MPD) Homeland Security Bureau (HSB), Special Operations Division (SOD). Traffic Safety & Specialized Enforcement Branch (TSSEB) Automated Traffic Enforcement Unit (ATEU). The incumbent serves as the Program Manager for the Photo Red Light and Photo Speed Programs, overseeing the effectiveness of the program, including contractor performance, expenditures, contractual obligations, and evaluation of allocated funds.

Major Duties
The incumbent of this position develops strategies and implementation plans to maximize the effectiveness of the Photo Red Light Program and Photo Speed Program. This includes monitoring statistical reports of the program and providing comprehensive reports for management regarding the programs services, equipment, compliance, and delivery. The successful candidate will develop program information for media and public consumption, agency leadership, and city government executives, and will participate and develop public relations campaigns to educate and inform the public and visitors to the District of Columbia. The Program Manager will attend community and civic events related to automated traffic enforcement.

The Program Manager will oversee public surveys, questionnaires, and opinion data to evaluate and identify any impact on programs and public perception. The Program Manager will also supervise subordinate personnel, therefore evaluating performance, and initiating requests for promotion, incentive awards, and other recommendations. The successful candidate will ensure compliance with established departmental policy and Memorandum of Agreements between the Metropolitan Police Department and the Department of Motor Vehicles. Other duties as assigned.


Qualifications

Applicants must have at least one (1) year of specialized experience equivalent to at least the (MS-14) grade level or its non-District equivalent, gained from the public or private sector. Specialized experience includes experience that equips the applicant with the particular knowledge, skills, and abilities to perform the duties of the position successfully.

Minimum of (4) years of relevant experience in planning and operations.

Incumbent must have at least one (1) year of supervisory experience required.

Licenses, Certifications and other requirements
A valid driver’s license is required for this position and must be maintained.


Education

Bachelor’s Degree from an accredited college or university is required.

Master’s Degree is preferred.


Work Environment

This position within the confines of a 24/7 law enforcement operation. Persons selected for this position will be scheduled at times to provide technical support outside of normal working hours, including weekends and holidays. This position may also be subject to rotating shifts, weekend work, and changes in days off, and call back.
Incumbent is required to possess and maintain a valid motor vehicle operator’s permit.
