Director of Accounting, Planning & Customer Service
General Responsibilities
As a member of the Water Authority’s management team, is responsible for the accounting, information systems, customer billing, customer service, and field customer service functions of the Water Authority. This position’s responsibilities include assuring that these functions attain the corporate goals and objectives for which it is responsible in a timely and efficient manner.
Specific Responsibilities
· Provide excellent customer service at all times;
· Direct and oversee the operation of accounting, customer billing, customer service and field customer service functions;
· Direct and review the preparation of all reporting of monthly, quarterly, annual and other periodic financial results to assure timeliness and accuracy;
· Prepare, consolidate and review all operating plans and forecasts; support in the preparation of annual capital plan;
· Explain or obtain accurate explanations of all material variances from forecasts and report these variances to the Water Authority’s Board of Directors in a timely and efficient manner;
· Prepare accurate long range forecasts of revenue requirements from which to develop a prudent financial strategy plan;
· Oversee the customer billing and accounts receivable functions to assure accurate and timely billing and recording of receivables, including the monitoring of the collection program;
· Support the Water Authority’s Board of Directors as required;
· Participate in the Audit & Finance Subcommittee of the Board of Directors;
· Participate in the Long Range Planning Subcommittee of the Board of Directors;
· Maintain appropriate responsibility area employee communications;
· Prepare accurate periodic cash flow projections from which to manage cash flow efficiently;
· Participate in or direct the development of Water Authority accounting policy and administer approved accounting procedures;
· Assist other management team members in achieving their goals and objectives;
· Become familiar with the Water Authority’s customer information systems.
· Develop utility rates and tariffs commensurate with annual board approved operating and capital budget.
· Provide statistical support and forecasts for long-term bond financing requirements.
Qualifications
· Bachelor’s degree in accounting;
· Five or more years of general accounting experience, including supervisory experience;
· Knowledge of financial reporting including generally accepted accounting principles, Governmental Accounting Standards Board statements and interpretations, and all federal, state and local reporting requirements;
· Must be proficient in the utilization of the Microsoft software products in a Windows environment;
· Experience in preparation of capital and operating plans and other long range strategic plans;
· Ability to work cooperatively with others;
· Good verbal and written communication skills;
· Ability to deal with outside third parties to achieve goals of Water Authority.
Job Type: Full-time
Salary: $104,000.00 to $151,000.00 /year
