Governments are increasingly leveraging data, design, technology and innovation to deliver their missions, but have limited capacity to do so. For example, some government leaders don’t have strong ties to their peers in other institutions and don’t have access to resources to aid in documenting or scaling their work. Our theory of change is that if we strengthen the network of professionals in the government digital service delivery field and activate them around specific issue areas, we believe they can create tangible solutions to advance this field, scale those solutions throughout the network, and further build the strength of the government digital service delivery field.
To advance that theory of change, the Beeck Center for Social Impact + Innovation at Georgetown University launched the Digital Service Collaborative (DSC) in April 2019 in partnership with The Rockefeller Foundation. Our goal is to activate this network to harness data, design, technology, and innovation for greater social impact through action-oriented research meant to inform government policy and practice. Through this project, we are cultivating the broad network of public interest technologists and activating targeted communities of practice within the network around shared goals to create tangible resources like case studies and templates that can be shared back into the network.
Role + responsibilities
This position is based at Georgetown University in Washington, D.C. and the candidate must be based in the Washington, D.C. area. Relocation expenses will not be provided.
The DSC Deputy Director will report to Cori Zarek, the DSC Director, and will manage the day-to-day activities of the DSC including supervising the fellows, students, and junior staff working on the portfolio. This includes:
- Project selection, staffing, and management
- Leading partnerships and relationships with collaborators that are part of the DSC network including public, private, corporate, philanthropic, and nonprofit sector partners
- Representing the DSC at conferences, meetings, and other external public-facing events
- Coordination with the Beeck Center staff and within Georgetown University’s Initiative on Tech & Society
- Working with communications professionals to direct messaging and communications about the DSC’s work
- Coordinating operations and business processes for the team
- Guiding publishing, marketing, and rollout of major reports and research products
- Supporting events, convenings, and other in-person and online engagements within the DSC network
- Leading grant reporting, project proposals, and other funder-driven priorities
Qualifications
Ideal candidates for this position will have:
- At least 10 years experience with at least some of that time in public interest, government service, and/or academia;
- At least 5 years experience working on government digital service projects
- Experience working at the intersection of academic, policy, and practitioner communities
- A robust network of people and organizations engaged in and/or supporting government digital service delivery work
- Ability to work independently with minimal supervision to meet deadlines and produce high-quality results in an environment with competing priorities and deadlines
- Strong experience in planning and managing complex projects, and establishing and maintaining effective collaborative relationships with individuals and organizations across functional units
- Experience managing grants and working with funders
- At least 5 years of experience managing multi-level teams and working with individuals with varying levels of work experience and professional backgrounds
- Exceptional oral and written communications skills
- Widely published research and writing (blogs, reports, articles, studies, etc)
- Proficiency using computer systems and software including word processing, collaborative software, social media, and the internet
- Enthusiasm to support governments as they aim to better serve the public
- Enthusiasm and willingness to work in a university environment and leverage its strengths to support public service
Salary, benefits, and employment term
The DSC Deputy Director is a full-time, one-year appointment at Georgetown University. The salary band for this position is $120,000-$150,000, commensurate with experience, and includes full benefits. The employment period for this role is for 12 months from the start date, which is expected to be in early February 2020 Depending upon future project resourcing, this role may be extended beyond the initial one-year appointment; however, there is no guarantee for employment beyond the one-year term.
