The Edinburg Residency is seeking an individual to provide day-to-day oversight of contractors performing maintenance activities for the residency and evaluation/documentation of contractor performance/progress to ensure work is performed according to the contract. Successful candidate will have knowledge of contract development, administration and management of roadway maintenance and construction operations, equipment and techniques; of federal, state and transportation rules, regulations and policies; and of procurement practices. Management of field maintenance service contracts is performed by scoping, compiling, and reviewing maintenance and emergency response contracts; developing and recommending improvements to contract services; and developing cost estimates.
Selected candidate will: assist in the development and management of snow removal and emergency operations contracts; document and address contractor performance issues; and provide technical guidance to contractors and field staff. Candidate will serve as project manager on state force construction projects.

Ability to develop contract specifications, scope of work, engineering estimates, and perform mathematical calculations; to develop, read, interpret and apply maintenance contracts, plans and policies; and to gather data and prepare reports. Ability to analyze problems, document and communicate performance results and identify solutions to support residency goals and objectives; to communicate effectively both orally and in writing; and to oversee contractor and crew operations. Proficient skill in the use of computers and software applications (MS office, automated financial system, cost estimating and project management system preferred). Valid driver’s license required. Experience in developing road construction projects. Must be familiar with environmental requirements for maintenance and construction activities.
Experience in contract administration; developing engineering estimates; and contract advertisement and bidding procedures. Experience developing maintenance contracts and monitoring contractor performance. Knowledge of state permit process related to roadway construction and maintenance activities. Field experience in highway maintenance and construction. Ability to administer the Rural Rustic Program for the Edinburg Residency. Degree in business or public administration engineering or related experience. DCR certification in land disturbance. VCO certification preferred upon hire or to be acquired after hire.

Position is designated as essential to emergency operations and will be required to work outside normal work hours to ensure the safety of the traveling public.
