Major Functions

The County of Volusia is seeking an Activity Project Manager – Facilities Manager for the Central Services division. This position is located in Daytona Beach, Florida and has responsible work planning, directing, and managing the operations of of facilities management maintenance and construction projects.

Incumbents assigned to this classification are at-will and serve at the discretion of the county manager.

Illustrative Duties

  • Analyzes programs to assess value, evaluate budgetary needs and set goals.
  • Coordinates projects through meetings, correspondence, and presentations where information is exchanged.
  • Prepares meeting agendas and performs all necessary jobs to coordinate meetings.
  • Works closely with consultants to keep informed on all latest developments.
  • Prepare and periodically monitor annual activity budget.
  • May direct and provide technical supervision of varied activities/projects such as planning and design of facilities.
  • Interacts and communicates with architects, engineers, construction manager, and contractors to provide technical and administrative direction.
  • May plan, organize, direct, supervise and evaluate work performance of professional administrative and technical personnel including facilities engineers and project managers.
  • Responsible for disaster preparedness as well as emergency response and recovery for county facilities.
  • May be assigned to other county locations based upon operational needs.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.
Minimum Requirements

Bachelor’s degree in Business Administration, Public Administration, Construction Management, Project Management, Facilities Management, or related field and five (5) years of progressively responsible experience in Construction Management, Project Management or Facilities Management. A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

Must possess a valid driver’s license at time of appointment.

Must obtain a valid Florida driver’s license within 30 days of appointment and maintain thereafter.

Knowledge, Skills & Abilities

  • Knowledge of research techniques and availability of current information.
  • Knowledge of the principles, practices, procedures, and methods used in the building management and/or construction field.
  • Knowledge of the Florida Building Code including ADA requirements for commercial buildings.
  • Knowledge working with Microsoft and/or project management software.
  • Ability to exercise judgment and discretion in establishing, applying, and interpreting policies and procedures.
  • Ability to establish and maintain effective working relationships with associates, subordinates, public officials, other governmental agencies, and the general public.
  • Ability to supervise subordinate staff and assign work.
  • Ability to administer and coordinate a variety of building projects simultaneously.
  • Ability to supervise contractors and construction managers.
  • Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals.
  • Ability le to prepare and analyze budgetary tools and documents.
  • Ability to work under stressful conditions.
  • Ability to interact effectively with others.
  • Must be able to relocate to other county locations based upon operational needs.


ADA REQUIREMENTS:

Physical Demands: Ability to lift, carry, push or pull objects weighting up to 10 lbs. Ability to hear and talk. Visual acuity (depth perception, peripheral vision and color acuity) necessary to operate a motorized vehicle and read blueprints, schematics and/or construction drawings.

Environmental Demands: Primarily inside work. Occasional exposure to inclement weather, dust, noise and fumes.

Mental Demands: Ability to read and comprehend professional manuals, legal documents, ordinances, statutes; instructions, reports, abstracts, financial reports, letters, and summaries. Ability to write reports, evaluations, summaries, letters, financial reports, procedures, and policies. Ability to perform advanced mathematical functions. Ability to speak publicly and extemporaneously; conversant in policies, techniques and procedures of discipline. Ability to analyze data and develop conclusions. Ability to identify and resolve problems.
