This position is generally scheduled Monday – Friday between the hours of 8 am and 5 pm (additional hours are required). The salary range is $88,774 $117,395 per year (the hiring range is $88,774 – $96,000) depending on qualifications.

The incumbent performs professional level and administrative work supervising the operations of benefits administration and compliance, compensation programs, leaves (FMLA/ADAAA/STD), HRIS, and workers compensation programs. Performs professional and supervisory duties relating to planning, directing and organizing all programs and activities associated with compensation, benefit and leave operations. The incumbent exemplifies the characteristics of a collaborative, innovative and resilient work culture and along with the leadership team, models the appropriate behavior to create and maintain a resilient work culture within the department.

The incumbent works in partnership with other employees, departments/divisions, agencies and the public in delivering effective and innovative services. Provides holistic services to the public by seeking and supporting ways to integrate programs or services provided by other departments, divisions and agencies.

Essential Required Tasks/Examples of Duties

Administrative:

Directs the oversight and management of operations of benefits administration, strategies and compliance. Develops, reviews, plans, supervises, formulates proposals, and administers all employee benefit plans, including insurance and retirement, for both general and sworn employees. Prepares City Council actions concerning benefits. Works directly with vendors, brokers and third-party administrators for benefits and retirement. Oversees HRIS systems related to payroll and benefits. Maintains a network of professional resources; identifies and negotiates for consultant services as needed. Directs benefit renewal process including plan design, benefit cost structure and facilitation of a benefit review team including stakeholders from varying departments and levels within the organization. Oversees the maintenance of plan documents, summary plan descriptions and fiduciary liability policies. Performs discrimination testing. Oversight, management and administration of HRIS technologies to ensure accurate and timely maintenance of personnel information. Oversight, facilitation and creation of reports in relation to benefits, payroll and total compensation. Performs data analysis related to benefits, compensation and critical and/or sensitive salary, benefits, and pension questions or issues. Provides oversight to ensure timely and accurate payroll processing. Directs maintenance of employee benefit and personnel files, ensuring confidentiality and discretion related to employee records.

Directs the development and implementation of policies and programs of the work unit which include: direct oversight of federal and state personnel compliance including record retention, ADAAA, HIPAA, PPACA, Worker’s Compensation, FMLA, STD and COBRA while meeting all reporting deadlines. Plans, develops and executes communication and training to engage, solicit input and educate employees on benefits and wellness programs to empower employees as benefit consumers.

Works collaboratively with fellow managers to maintain organizational charts, position classification, maintain and create job descriptions and keep a competitive compensation structure for police and general employees. Assists department leadership with employee relations issues, policy and procedure development, and applicable legal matters. Researches and compares incentive compensation programs offered by comparable organizations. Assesses competitor plans and makes recommendations for enhancements for the organization to remain competitive and effective. Conducts and responds to salary and benefit surveys. Maintains knowledge of economic conditions, labor market and other factors ensuring the organization remains competitive with desirable benefits and sustainable and competitive compensation structures. Maintains knowledge of evolving trends, best practices and legislative changes related to benefits, compensation and/or other related human resource functions. Facilitates fiduciary responsibilities related to benefits and retirement plans, including quarterly committee review meetings with insurance and retirement brokers. Ensures compliance with City and County policies/procedures, the Broomfield Municipal Code and state/federal regulations concerning leave, compensation, benefits, and pension programs.

The incumbent is responsible for planning, developing, and implementing assigned programs and projects of the work unit and for effectively managing his or her workload to achieve departmental goals. The incumbent may confer with employees, supervisory, and administrative personnel regarding programs, policies and procedures. Incumbent contributes to the preparation and review of programs, policies and procedures as necessary to maintain the effectiveness of assigned programs. Incumbent advises Director and applicable administrators of potential problems or concerns. Incumbent compiles, interprets, and prepares data for studies, reports and recommendations; coordinate assigned activities with other departments/divisions and agencies as needed.


Budget/Resource Management:

The incumbent prepares the benefits administration, wellness, compensation, leave, HRIS, and workers compensation programs annual/revised budget and directs the budget process for the Human Resources Department. Incumbent ensures responsibilities are performed within budget and performs cost control activities such as monitoring expenditures to assure sound fiscal control.

The incumbent is responsible for planning, developing, and implementing the overall vision, mission, programs, processes and projects of the department. Incumbent develops short and long-range goals including annual Performance Metrics to advance the City and County’s mission, goals, and objectives. Incumbent monitors the progress of projects so goals may be obtained within the established timeframe. In partnership with Risk Management, incumbent performs risk assessment, oversees security, and provides management of resources to keep facilities safe.


Supervision/Development of Subordinates:

Under the direction of and in partnership with the Director of People and Innovation and Deputy Director of Human Resources, the incumbent provides supervision, direction, coaching, mentoring and the overall development of staff. Incumbent will participate in the preparation to review and evaluate assigned annual performance reviews. The incumbent is responsible for the supervision of assigned staff in planning, developing, and implementing the overall vision, mission, programs, processes and projects of the work unit. Incumbent creates strategic plans, assembles staff resources, and delegates tasks to assigned staff members and monitors results. Incumbent ensures that assigned staff works as a team to avoid duplication of service and to ensure that customer expectations are recognized and met.

Incumbent will work in partnership with the People and Innovation Department to design, implement, and sustain a training curriculum to ensure that new employees are onboarded appropriately. Additionally, supervisory training and refresher courses are integrated into an ongoing expectation to ensure all employees receive appropriate training.

The incumbent provides organizational leadership for planning and forming committees and work groups to meet strategic objectives. Incumbent works directly with staff to address accountabilities and the modeling of expectations in relation to work culture within the department. This position will facilitate service and organizational change, along with the Deputy Director and Director, and supervise staff responsible for implementation. The incumbent will investigate new trends and specific programs and facilitate testing of new techniques, materials, software and equipment with a focus on innovation and enhancement of the operations of the Human Resources department. Incumbent will recommend and facilitate changes in departmental methods and procedures for improved, effective workflow and service to the public. Incumbent hires, assigns, schedules, evaluates and directs the work of subordinates. Incumbent recommends personnel actions including hiring, promotion, evaluation, corrective and/or disciplinary action, and separation; provides training as necessary.

The incumbent partners with assigned employees to develop workforce and succession plans. Incumbent issues oral and written guidelines and approves procedures developed by subordinate supervisors. Incumbent reviews and analyzes work completed to determine effectiveness in meeting standards, goals and objectives and assuring conformance to policies and procedures. Incumbent maintains harmony among workers and resolves grievances; performs or assists subordinates in performing duties. Incumbent assist subordinate employees in problematic areas.


Public Relations/Communication:

The incumbent meets and confers with employees, vendors, third party administrators, and individuals to explain department’s plans, programs, functions, policies, and procedures. This person will foster effective working relationships with all CCOB departments in addition to various governing and advisory boards; volunteers; vendors; and support/stakeholder groups for the People and Innovation Department. The incumbent will initiate outreach and external partnership activities with committees and organizations that further CCOB’s and the department’s mission, vision, values, and strategic goals. Incumbent communicates official plans, policies and procedures to staff and the general public. Incumbent prepares a variety of studies, reports and related information for informational and/or decision-making purposes. Incumbent plans, coordinates, and ensures quality control of information presented to City Council at formal and informal Council meetings. Incumbent answers letters of inquiry/complaints and talks with customers. Ensures a prompt response to all requests, direct items to appropriate staff for review or response, and manage the flow of information and response. Incumbent provides verbal and written information to departments. Incumbent maintains the accuracy of any program materials posted on the Intranet/Internet.

The incumbent attends meetings, workshops, and conferences as necessary for the maintenance of effective services. Incumbent maintains liaison with other departments, various governmental agencies and community groups; attends meetings and conferences pertaining to assigned functions and promotes interest in assigned activities through publicity and public contacts. Incumbent makes presentations to supervisors, boards, commissions, civic groups and the general public. Incumbent represents the City at various meetings with external officials, agencies and other groups.


Miscellaneous Duties:

Incumbent takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Incumbent uses all required safety equipment. Responsible for the safety of self, others, assets, equipment and facilities; responsible for knowing and complying with all City and County of Broomfield and department policies; adheres to attendance and workplace attire policies. Incumbent performs related duties as required.

Minimum Qualifications

Training – Bachelor’s degree from an accredited college or university in human resources management, business management, or a closely related field. Master’s degree preferred. PHR, SPHR, SHRM, SHRM-CP preferred.


Experience
– At least five years of increasingly responsible experience in benefit and compensation administration. Experience in implementing and maintaining an HRIS or ERP system. Experience with self-funded benefits preferred. Three years of supervisory experience within municipal or county government which demonstrates the ability to perform the Essential Required Tasks.

NECESSARY SPECIAL REQUIREMENTS:
– Must be at least 21 years of age. Must possess and maintain a valid driver’s license and safe driving record for continued employment. New hires must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: interviews, reference checks, background checks including local police check and sex-offender registry, driving records check through DMV, and checks through CBI/FBI.

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job. The noise level in the environment is moderate. Work is generally scheduled Monday through Friday with evenings, weekends, after hours as required. Attendance at City Council meetings is required as well as attendance at all other hearings/meetings that may be requested.
