This is the highest level of Project Management at which the individual is responsible for the full performance of every phase of a major project or group of smaller projects. The individual is responsible for planning, directing, supervising and controlling all technical, fiscal and administrative functions of contractual activities. A Project Manager at this level may supervise one or more lower level Project Managers or the entire project staff. This role is based in Ft Bend County and is focused on delivering a large Cap, multi-year School bond Capital improvement program.
- Responsible for overall project delivery (cost, schedule, quality, information, contracts) on multiple project assignments.
- Manage project development from programming through completion in accordance with program objectives.
- Manages all budgets, schedules, scope development, design and construction contracts, documents, procedures and controls for assigned projects.
- Manages the review and approval process for consultant invoices and contractor pay applications and change orders and coordinates with Control Manager for proper posting in reporting program.
- Attends assigned meetings to cover weekly job progress meetings; issues meeting minutes during design.
- Resolves complex construction related issues, disputes, and disagreements.
- Reviews status and monitors variances of the construction project database relative to scheduling and cost control reporting.
- Strong working knowledge in design and construction, building systems/components and technology, contract management, project delivery methods, environmental and LEED applications, team building and client relationship building preferred.
Stakeholder and Communications management:
Coordinates and communicates with citizens, developers, consultants and other governmental agencies during the design and construction phases of projects. Coordinates project plans and required utility relocation’s with private utility companies (Electrical, Gas, Fiber optic, Cable, etc.)
Minimum Qualifications
REQUIRED:
- Bachelorâs Degree in engineering, construction management, or related field from an accredited university.
- Three (5) years related experience.
- Professional Engineer or Project Management Professional certification.
- Valid State of Texas Driver’s License with acceptable driving record.
- Must live in Houston, TX.
PREFERRED:
- Municipal engineering experience
- Project management experience
- Professional Engineer, or Project Management Professional (PMP) certification preferred.
- Knowledge of transportation, utility and building facility construction.
- Knowledge of electrical and mechanical systems.
- Knowledge of construction plans, CADD and/or GIS experience.
- Experience in Microsoft Project and/or equivalent software programs.
Additional Information
Knowledge of engineering practices and principles, construction techniques, and governmental agency’s codes and regulations. Knowledge of building design; surveying; map and plan reading; project management; and contract administration. Knowledge of computers and project management software programs. Ability to communicate effectively both verbally and in writing. Ability to negotiate contract change orders. Effective public relations and customer service skills. Ability to plan, organize, assign, and coordinate the activities of the division. Ability to analyze information, develop courses of action, and make recommendations.
