Charlottesville Residency is seeking a talented leader to provide supervision to VDOT contract monitors and daily oversight of contractors performing maintenance activities within the residency. Will manage, evaluate and document contractor performance to ensure work is performed according to contracts. Oversees the review and inspection of completed work and communicates and meets with contractors to discuss contract questions and resolve conflicts. Reviews and responds to citizen concerns and complaints. Perform maintenance contract development by providing scope, compile/review maintenance and response contracts; develop/recommend improvements to contract services; and develop maintenance contracts from bidding stage through final contract payment. Prepare cost estimates; process accounts receivable transactions; inspect/review damages and provide estimates for reimbursement of repair expenditures; and calculate/verify contract pay items. Establish pay item quantities, calculates proposed quantities, verify pay item quantities and verify payments to contractors; assists in and/or develop the scopes and contract assemblies and monitoring of residency wide contracts to include litter pick-up, mowing, ditching, culvert replacement, and surface treatment. Provide coordination for materials, equipment and labor for various contracts as well as assure contract work is in compliance with all safety regulations and agency standards by overseeing operations. Documents and resolves routine contact issues, established pay item quantities and verifies payments to contractors. Monitors contract expenditures and provides input and field data to develop maintenance contracts. Prepare contract expenditures and assist in the annual preparation of maintenance budgets. Assist in obtaining right of way agreements and easements from property owners. Assist in the development and management of snow removal and emergency operations contracts; and assist in developing pavement schedules for the residency. Develops and manages workforce development, project schedules and long-range strategic plans, and organizational initiatives.

Minimum Qualifications
    You are minimally qualified if you have:

  • knowledge of contract development, administration and management;
  • knowledge of roadway maintenance and construction operations, equipment and techniques;
  • knowledge of federal, state and transportation rules, regulations and policies;
  • knowledge of procurement practices;
  • skill in the use of computers and software applications (MS Office, automated financial system, cost estimating);
  • ability to direct, evaluate, supervise others, make assignments and develop staff, oversee/support contractor and crew operations;
  • ability to develop contract specification, scope of work, engineering estimates, and perform mathematical calculations;
  • ability to develop, read, interpret and apply maintenance contracts, plans and policies
  • ability to gather data, analyze problems/make logical decisions, document and communicate performance results
  • ability to identify solutions to support residency goals and objectives
  • skilled in effective communication
  • valid driver’s license;
  • must be able to obtain certifications used in roadway maintenance, construction and environmental certification for land disturbing activities.

Preferred Qualifications
    Preferred qualification include:

  • experience in contract administration and monitoring;
  • experience in contract advertisement, bidding procedures, emergency procurements;
  • experience developing maintenance contracts and monitoring contractor performance;
  • experience supervising others and evaluating performance;
  • knowledge of state permit process related to roadway construction and maintenance activities;
  • field experience in highway maintenance and construction a highly desirable;
  • experience working independently on multiple projects with varying deliverable and stakeholders;
  • Project Management experience desirable;
  • Degree in business or public administration, engineering or related field
  • Virginia Contracting Associate or Officer certified is desired
  • DCR Erosion and Sediment Control certification.

Special Requirements

References, work history, and DMV records will be verified. Requires approved safety shoes, which is a reimbursable expense. Fingerprint-based criminal history records check required.

This position is designated as essential and, as such, all duties associated with the job are required during emergency situations which may include but are not limited to inclement weather, disaster response, and emergency operations. Performance of these duties may require work outside of normal business hours including nights, weekends and holidays. VDOT will determine when essential positions are required to report.
