Graduation with a Bachelor’s degree from an accredited college or university in a related field or major coursework in project management, plus six (6) years of progressively responsible work experience in managing projects.
The Austin Transportation Department’s (ATD) Signs and Markings Division (S&MD) has an opening for a full-time Project Manager to lead a wide range of transportation projects, contract creation and fund recovery efforts. Projects include all aspects of transportation associated with traffic signs and pavement marking installations, development and oversight of consultant contracts and coordination of projects with internal and external customers. This position will coordinate with other divisions within ATD and , other departments within the City of Austin, as well as outside agencies such as Capital Metro, Travis County, and Texas Department of Transportation (TXDOT). The preferred candidate, under limited supervision and using considerable latitude for independent judgment, will bring knowledge and ability in scoping and developing contracts. Typical projects include developing contractor work assignments to meet established Performance Measure Goals while keeping within an established budget and schedule. Scheduling, invoicing, budget monitoring, QA/QC of projects are considered an integral part of this position. This position will lead the Signs and Markings Division in developing consultant contracts to support the divisional needs and to support the Active Transportation and Street Design Division, The Transportation Engineering Division, and the Public Works Department, while ensuring conformance with all State and Federal regulations and standards. The Project Manager should also have knowledge about the City’s Land Development Code, the Transportation Criteria Manual, the City of Austin’s Standard Specifications and Details, and the Texas Manual on Uniform Traffic Control Devices. The preferred candidate will have strong communication and writing skills.

The ideal candidate will be a versatile Project Manager and bring the following preferred qualifications:
- Experience in project management of Traffic Operations, Traffic Impact Studies or Analysis, Roadway Design and Temporary Traffic Control Design and implementation of these or related Transportation projects.
- Experience in scoping and reviewing all aspects of transportation operations, logistics and planning associated with the field implementation of traffic signs and markings.
- Excellent team working and problem-solving skills with internal and external members to accomplish organizational goals.
- Experience utilizing Geographic Information Systems to analyze, develop, catalog, record and plan detailed project and program boundaries.

- Manages the design, development, and implementation of projects to include, but not limited to, gathering and defining the project requirements; obtains staffing requirements; and forms projected teams.
- Manages the selection process and administers consultant services, including negotiating contract terms and fees by negotiating the contract, approving the consultant’s product, approving payment to consultant, initiating poor performance remedies, etc.
- Develops short- and long-range plans for future to ongoing projects, including estimating timelines for start-up and completion of projects.
- Manages, monitors, and reviews contracts and contractors to ensure compliance with contractual obligations, including administering change orders and estimates.
- Coordinates and prepares reports and correspondence in response to requests for information from City Manager’s Office, Mayor, and City Council Offices; prepares City Council agenda material such as ordinance memorandums and presentations.
- Prepares and delivers presentations to the City Manager, management team, and department directors.
- Suggests and implements management solutions to address new or ongoing challenges faced by the City organization.
- Manages the performance of professional staff in work involving organizational structure review and operations research and related work reviewing departments, divisions, and programs.
- Assists in planning, directing, and coordinating, through subordinate level staff, the department work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures.
- Provides technical advice and assistance to City management, field personnel, contractors, etc.
