Provides project management oversight to major IT initiatives. Serves as a project manager (PM) and a source of expertise when serving as the government point of contact and technical representative (TR) for major IT projects.Develops and manages well researched and well-documented project plans that clearly define the critical path for all assigned projects. Manages and oversees the execution of IT project plans while mitigating and balancing related risk. Reports any deficiencies, including risk and cost overruns,promptly to the Department of Defense (DoD) and JS leadership.
The PM will oversee and ensure the achievement of all project goals and objectives while honoring the project constraints that include project scope, time and budget.
- Ensures customer satisfaction to the greatest extent possible.
- Optimizes the allocation and integration of inputs necessary to meet per-defined objectives.
- Ensures contractors meet established reporting requirements. Reports findings, outcomes, and recommendations clearly and concisely to the OCIO Division Chief and senior staff, as required.
- Identifies opportunities for improving efficiency and effectiveness as it pertains to each assigned project.
- Ensures the use and implementation of IT project management and best business practices across the JS.
- Ensures recommendations are executable given the fast-paced operating environment within the JS.
- Serves as lead within OCIO to facilitate the preparation of a sufficiently detailed business case for assigned projects for JS leadership to make informed decisions regarding risks, project preparedness, and the value of the project prior to the allocation of funds.
- Provides supporting detailed information and documentation to include critical path and key milestones, costs, schedules, and performance regarding assigned projects.
- Identifies performance measures for inclusion into associated ACMS/financial packages and portfolio management documentation.
- Partners with other JS directorates to ensure documentation and acceptance of requirements by obtaining consensus and approval by all parties prior to the expenditure of funds.
- Ensures projects are scheduled and programmed in conjunction with JS investment strategies, as well as established processes and priorities.
Education and Years of Experience: Bachelorâs degree from an accredited college in a related discipline, or equivalent experience/combined education, with 5 years of professional experience; or 3 years of professional experience with a related Master’s degree

Required Certifications: PMP â 60 hours of PM training will be accepted in lieu of certification. Must provide documentation of training.

The purpose of this position is to provide direct support to the SRSI Division Chief and/or designated Branch Chief through effective and efficient project management at the enterprise level. The incumbent performs a variety of complex IT specialist duties and assignments to ensure successful and appropriate IT solutions delivery. The incumbent also provides IT-related project management support to acquire JS IT services and systems in ineffective and efficient manner. The work performed impacts the success of large scale IT projects. The incumbent provides technical expertise and ensures proper execution of project management responsibilities that take IT projects through the life cycle development process. The incumbent carries out the full range of IT project management functions from planning through evaluation and reporting of accomplishments. Decisions and recommendations made by the employee affect decision making by DoD management in terms of IT systems development and implementation. These decisions affect the effectiveness and efficiency of system operations, as well as the capability and success of current IT projects to respond positively to new or changing IT system applications.
- Expert knowledge and experience in managing high visibility projects including schedules, costs, scope, and risks using acquisition milestones. Professional training and demonstrated experience in IT project management practices, principles, and best practices are required.
- Expert experience in managing IT projects supporting fluid and rapidly changing network with unforeseen and emerging requirements.
- Working knowledge of the Project Management Body of Knowledge (PMBOK Guide).
- Expert knowledge of the design, development,and implementation of IT systems. This includes current knowledge of IT development efforts across the DoD and those supporting net-centric enterprise services.
- Expert knowledge of research techniques sufficient to assemble, review, analyze, and interpret contract information in the development of project plans, performance measures, and solutions delivery.
- Knowledge of IT state-of-the-art practices related to data automation in order to advise on alternative approaches in application systems development and problem resolution.
- Knowledge of systems analysis and design techniques including data and process modeling and alternative design approaches relevant to the application area and configuration.
- Proficiency in providing exceptional customer service in a high visibility climate. Strong oral and written communication skills are required. This includes the ability to provide highly technical information to managers and employees in a clear and concise manner, as well as the ability to develop IT policies and procedures, as needed.
- A strong understanding of DoD and federal contracting regulations.
