- Provide authoritative leadership, direction, oversight and guidance on the planning, development, implementation, and evaluation of goals, strategic objectives, and resource plans for the OIG programs and projects. Comprehend the OIG strategic vision and institutes effective IT programs to meet organization goals and cybersecurity requirements.
- Analyze and interpret legislation and agency policies, monitors new and interrelated agency level systems, and provide substantive input in response to requests for comments establishing OIG’s position on proposed legislation, regulations and policy directives pertaining to IT.
- Interface with OIG customers; prepare business cases, statements of work, etc., for the application of IT solutions in support of OIG projects; define systems scope and objectives; develops cost estimates for new or modified systems; prepare, implement, monitor, and update project plans; coordinate with executive leadership to ensure actions are consistent with approved plans; develop IT requirements and specifications; communicate complex technical requirements to non-technical personnel; and prepares/presents briefings to executive leadership on complex and controversial issues.
- Assign and coordinate the work of a multi-disciplinary team in managing one or more major multi-year IT initiatives of such magnitude they must be carried out through multiple related IT projects.
- Manage and oversee program evaluation and quality control and assesses compliance with regulatory and policy requirements and procedures to ensure OIG program operations are accomplished in an efficient, effective, and timely manner and that all activities meet legal, regulatory, and policy requirements, including those for IT security.

You must meet the following requirements by the closing date of this announcement.Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is serving as a Primary Project Manager for multiple IT projects. Examples may include:
- Experience building and utilizing work breakdown structures (WBS), cost estimates, and risk plans to develop and refine schedules for IT projects leveraging for agile system development life cycles; OR
- Experience with project management techniques, such as; requirements definition, solution planning, project coordination, project execution, project communications/reporting, and serving as a project management subject matter expert and/or teaching project management techniques,

Summary
OIG is organized into three line elements: the Offices of Investigations, Audits and Evaluations, and Healthcare Inspections; along with the Office of Contract Review, the Office of Management and Administration and the Office of Special Reviews. In addition to the Washington, DC, headquarters, OIG has offices located in more than 30 cities throughout the country.
Responsibilities
This position will be located in one of the following locations: Austin, TX; Salt Lake City, UT; Washington, D.C.; Kansas City, MO; Denver, CO; San Diego, CA; or Atlanta, GA.
The IT Project Manager, located in the Office of Office of Management and Administration, is responsible for the overall management of all operational information technology (IT) resources and support services for OIG.
