This title is in a civil service competitive class that is subject to examination. Position is only open to applicants with permanent NYC civil service status as Administrative Staff Analyst or permanent in an equivalent title that is eligible for transfer under 6.1.9 to Administrative Staff Analyst.
Position Summary: The Director of the Office of Field Services (OFS) serves to ensure that all stages of the non-supervising pedagogue employeeâs lifecycle is correctly processed within various DOE systems. The Director, with wide latitude for the exercise of independent initiative and judgment, will oversee pedagogical Human Capital administration functions related to the appointment process of pedagogical staff, including special education and multilingual staff. Coordinates collection and dissemination of related data as necessary; supervises maintenance of databases for staffing requirements and reported vacancies. Serves as liaison to all Borough/Citywide (B/CO) offices, and supervises and rates staff in the performance of a variety of Field Services functions, including research, calculations, verifications of service, etc. Represents the Division of Human Capital (DHC) at grievance and arbitration hearings. Performs related work.

Key Relationships: Develops and maintains a working relationship with the Office of the First Deputy Chancellor, B/CO management, and all levels of Division of Human Capital staff to ensure that field operations are congruent with DHC policy and procedure. Builds strong relationships with B/CO partners and works jointly on issues related to B/CO and HR services that are provided to schools.
Responsibilities
- Maintains cooperative relationships with BCO offices on matters concerning pedagogical personnel administration and the interpretation and application of appropriate laws, rules, regulations and administrative orders.
- Assists in supervising and oversight of functions and activities of the Office of Field Services which include placement of pedagogical employees in schools; high schools, special education classes, and central operations for annual and occasional service, encompassing:
- all new appointments and assignments;
- Rule 10 verifications;
- recertification, restoration and reversions;
- withdrawal of resignations; determination of vacancies;
- coordination of activities of placement centers;
- review of eligibility for the granting of sabbaticals;
- maintenance of information concerning assignments, appointments, transfers; and
- seniority, and review of service records to determine eligibility for transfer.
- Provides high-level consultation and support to HC Directors, BCO staff and Instructional Leadership.
- Works closely with B/CO leadership to develop and implement long-term projections for recruitment and retention of staff.
- Generates PTF requests, this includes follow-up to ensure that transaction finalizes in EIS and rolls back to HRS utilizing Interface reports; Bypass reports and Overlap discontinue reports.
- Responds to requests from HR Connect and Division of Financial Operations for service corrections.
- Participates in weekly meeting with FISA and HR Systems to discuss technical issues.
- Coordinates distribution and monitoring of stipulations received by the Office of Field Services.
- Attends required meetings on NYCAPS. Tests changes to HRS programming.
- Supervises and oversees the bilingual staffing process to ensure compliance with bilingual staffing mandates, as outlined in Jose P. vs. Board of Education.
- Supervises and oversees collection and dissemination of data relative to Open Market Transfers.
- Supervises and oversees maintenance of pedagogical employee service history records; coordinates related research as conducted by Field Service liaisons.
- Supervises and oversees updating of employee profile data on an ongoing basis. Reviews records for all new appointees, including: reviewing TSN for possible tenure achieved in another school system within NYS; sending out requests for verification required; updating probation records and updating service histories.
- Supervises staff in the performance of activities necessary for verification of service relative to placement in tiers of the teachersâ retirement system.
- Supervises staff in the conduct of research relative to reversion rights of teachers to prior licenses of appointment.
- Supervises staff in conduct of research pertaining to Veteransâ Seniority.
- Supervises staff in the conduct of research pertaining to probation review and reporting, including, Jarema Credit, and Traveling Tenure eligibility.
- Works collaboratively with Teacher Effectiveness in the review of Teacher Leader upgrades and downgrades.
- Participates in SOLAS System development and improvement.
- Conducts research in response to the Gulino litigation.
Qualification Requirements:
Minimum
- A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
- A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in “1” above.
Preferred
- Experience working in an educational organization.
- Highly developed management, supervisory, and interpersonal skills required for directing professional staff.
- Knowledge of pedagogical personnel policy and procedures and the ability to interpret and apply policies effectively.
- In-depth experience and knowledge pertaining to personnel and staffing issues. Knowledge of staffing needs for various types of schools.
- Effective spoken and written communication skills; strong interpersonal and customer-interface skills.
- Attentive to detail and extremely well-organized; able to work under pressure and meet frequent and changing deadlines.
- Knowledge of personnel policies and procedures.
- Internal candidates preferred.
Salary: $94,146+
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
