    VERMONT HIGHWAY SAFETY ALLIANCE (VHSA) EXECUTIVE DIRECTOR
    SCOPE OF WORK

    The Executive Director is to be a key management leader of Vermont Highway Safety Alliance.
    The Executive Director is responsible for overseeing the administration of the organization to include highway safety education events, fundraising, media and marketing, and community outreach. The position reports directly to the Board of Directors.

    GENERAL RESPONSIBILITIES:

    1) Board Governance: Works with Board in order to fulfill the organization’s mission.

    • Responsible for working with the coordinator to lead the VHSA in a manner that supports and guides the organization’s mission as defined by the Board of Directors.
    • Responsible for communicating effectively with the Board and providing, in a timely and accurate manner, all information necessary for the Board to function properly and to make informed decisions.
    • Responsible for reviewing and revising the By-Laws as required.

    2) Financial Performance and Viability: Develops resources to ensure the financial health of the organization.

    • Responsible for the fiscal integrity of the VHSA, to include submission of the annual budget and year-end financial statements to accurately reflect the financial condition of the VHSA to the Board and for inclusion on the VHSA Website. Ensure that the VHSA operates in a manner reflecting “best practices” with regards to fiscal responsibility.
    • Responsible for fiscal management. Anticipates operating within the approved budget, ensures maximum resource utilization and maintenance of the organization in a positive financial position.
    • Responsible for fundraising and grant writing. Development of resources necessary to support the VHSA’s mission.
    • Responsible for communication and coordination with the treasurer to ensure that donations, funds received, accounts payable, and account receivable are processed in a timely manner.

    3) Organization Mission and Strategy: Works with Board and staff to ensure that the mission is fulfilled through programs, strategic planning and community outreach.

    • Responsible for supporting implementation of VHSA’s programs together with the coordinator to carry out the organization’s mission.
    • Responsible for the enhancement of VHSA’s image by being active and visible in the community and by working closely with other professional, civic, public and private organizations.

    4) Organization Operations. Oversees and implements appropriate resources to ensure that the operations of the organization are appropriate.

    • Responsible for effective administration of operations to include communications and contact with the VHSA members.
    • Responsible for signing notes, agreements, and other instruments made and entered into and on behalf of the organization.
    • Responsible for procurement of contracts.

    Specific Goals for FFY2020:

    Contact each of the partner organizations to update the point of contact information and maintain communication and needs of the stakeholders.

    Prepare and manage the RFP for the social media marketing firm for contracted services for
    FFY2020. Work with contractor and coordinator on the social media buys.

    Planning and operation of annual budget for FFY2020 and participation in FFY2021grant writing. Identification of funding sources to support the mission.

    Establishing administrative policies and procedures for all functions and for the day-to-day operation of the nonprofit and oversight of adherence to the by-laws.

    Serve as one of the VHSA’s spokespeople to the organization’s constituents, the Legislature, the media and the general public.

    Report to and work closely with the Board of Directors to seek their involvement in policy decisions, fundraising and to increase the overall visibility of the organization throughout the
    State.

    Prepare the agenda and coordination for the Advisory Council meetings and Board meetings.

    Oversee organization and documentation of Advisory Council meetings and Board meetings.

    Assist the coordinator with the planning and staffing of the yearly events, to include: fairs, employee safety days, #802phonesdown!headsup! event, distracted driving event at the state house, and additional projects that support the SHSP CEA’s.

    Plan, coordinate and facilitate two highway safety forums for spring 2020 and fall 2020 for
    Central Vermont and one other county to be identified.

    Coordinate efforts with the DMV for messaging in waiting areas to include PSA’s, registration notification and on hold recorded safety messaging.

    Coordinate the College Outreach Task Force.

    Other duties as assigned by the Board of Directors.
