    Duties

    Summary

    About the Position: This is a permanent position with Headquarters, U.S. Army Corps of Engineers (HQUSACE), Office of Diversity and Leadership with division-wide responsibilities and USACE-wide assignments, serving as the principal advisor.

    Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.

    Responsibilities

    • Serves as a Senior Enterprise (National) staff-level Headquarters U.S. Army Corps of Engineers (HQUSACE) Equal Employment Manager responsible for the management of various national programs and special projects.
    • Analyzes trends and alerts management to any incipient problems ensuring that all required metric-based reports are made and develops policy recommendations based on trends revealed by the metrics.
    • Executes assigned national programs and special projects related to strategic planning and analysis.
    • Develops EEO program standards and evaluation criteria to assess subordinate District/Centers compliance, effectiveness and quality of achieving a model EEO program using assessments, reviews and inspections.
    • Champions inclusion of diversity and affirmative employment objectives in policy-setting and decision-making processes by identifying policies, procedures, practices and conditions that are barriers to EEO office.
    • Leads and/or participates in interdisciplinary team discussions and problem solving where mastery of EEO laws and regulations as well as the mission, policies, functions and internal and external factors impacting the organization must be applied.
    • Participates in the development and coordination of the National USACE EEO program philosophy, vision, strategic plan and policy concepts.
    • Regularly briefs HQUSACE and serviced division regional management boards on the status and accomplishments of strategic objectives.
    • Maintains a continuing dialogue with respective Federal agencies and Department of Defense.
    • Serves as the principal advisor, expert and spokesperson on EEO matters for the serviced Division.

    Travel Required

    25% or less – Temporary Duty (TDY) or business travel is required up to 25% of the time to visit regions typically less than 30 days in duration, typically no more than 4 times a year to represent the EEO Office in mediation, meetings and conferences.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.     Experience required at the GS-13: To qualify based on your experience, your resume must describe at least one year specialized experience which includes: applying EEO concepts, laws, policies, regulations, and precedents; analyzing methods and techniques to develop EEO strategic plans; measuring and evaluating results of EEO program execution, participating as a subject matter expert (SME) or consultant in designing and planning a wide array of EEO strategic plans and programs; developing guidelines and operating procedures; resolving unprecedented, EEO problems and understanding basic budgetary and financial management principles and techniques as relating to long range planning of programs and objectives; and mastering the application of wide range qualitative and quantitative methods for the assessment and improvement of complex management processes and systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

    Experience required at the GS-14: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: performing, formulating and developing lead or higher-level EEO National Programs and Special Emphasis Programs management work; creating broad guidelines and regulations to resolve complex, systemic problems that impact employment policies, guidance and practices; conducting comprehensive reviews and evaluation studies of agency-wide EEO practices; analyzing communications on the most controversial and complex and far reaching matters to assure conformance with policy; understanding of budgetary and financial management principles and techniques as relating to long range planning of programs and objectives; developing strategic plans, policies and program procedures related to EEO; designing, developing, implementing, and delivering EEO diversity and programs; and 8) providing advice and guidance to leadership and other stakeholders on EEO matters, diversity and programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
