    As a CPIC Project Manager, you will work as a member of our engagement team providing the day to day support for a government CPIC program and the IT Investment Management process as requested by our customers.

    ESSENTIAL FUNCTIONS

    • Work closely with the client CPIC team in the day-to-day activities of the client agency’s CPIC program
    • Provide consultation services for the client’s IT investments through the CPIC phases
    • Support Capital Planning and OMB Major IT Business Case (MITBC)/IT Portfolio Summary (ITPS) tasks
    • Support Preparation, Execution, and Submission of Budgets
    • Develop/Review business cases and support project management documentation and client briefings associated with the CPIC process in satisfying OMB A-11 requirements
    • Assist in the implementation efforts of Technology Business Management (TBM) to support analytical needs for making decisions related to the IT portfolio
    • Develop and implement IT Governance processes across the agency, engagement with other divisions and offices
    • Perform financial and business analyses, risk management and performance measurement, in support of capital planning for IT investments
    • Assist in the development of high-impact presentations for senior client leaders
    • Manage the preparation and logistics of CPIC-related meetings
    • Assist in the response to budget/IT portfolio data calls from OMB and the department
    • Assist in the development of training presentations and guides on a wide-array of CPIC related topics/efforts that include Risk Management, IT Projects, CPIC 101, Performance Metrics, Annual IT Budget Submission, etc
    • Identify internal and external training programs to address competency gaps and develop training aids such as manuals and handbooks
    • Facilitate learning through a variety of delivery methods including classroom instruction, virtual training, on-the-job coaching

    REQUIRED SKILLS

    EDUCATION & EXPERIENCE REQUIREMENTS

    • A BA/BS degree in the related field
    • A minimum of five years’ experience supporting Capital Planning and Investment Control (CPIC) or IT Portfolio Management related tasks

    KNOWLEDGE, SKILLS, AND ABILITY

    • Hands-on business analysis experience in an IT environment
    • In-depth knowledge of the CPIC process, techniques, and governing laws
    • Experience with the development and review of OMB Major IT Business Case and IT Portfolio Summary and understanding of the full federal appropriations cycle
    • Experience with the OMB budget formulation and execution process
    • Experience reviewing, scoring and updating investment business cases
    • Working knowledge of the TBM Framework and the ability to disseminate IT costs across applicable IT Cost Pools and Towers
    • Understanding of the Federal Information Technology Acquisition Reform Act (FITARA) and being able to respond to FITARA related data calls
    • Ability to provide group facilitation, training, and other forms of knowledge transfer
    • Knowledge of project management principles as promulgated by the PMI
    • Must have the ability to work well with clients to determine requirements, and execute a plan to meet those requirements in a timely and efficient manner
    • Ability to review and provide feedback of OMB Investment-level artifacts which include but are not limited to Operational Analyses, Post-Implementation Review (PIR), Risk Management Plan, and Investment Charter,
    • Proficient Microsoft Excel, PowerPoint, and Project skills
